Innovative Drug Developer
On July 23, Ark Health Group and Novartis Pharmaceuticals, a globally renowned pharmaceutical and healthcare company, entered into a strategic partnership. Both parties announced that they will conduct in-depth collaboration centered on the “Quan Xin Quan Yi” project, focusing on pharmaceutical services, disease management, and physician-patient education. They will jointly explore the digital service model of “Internet + Chronic Heart Failure Management” to provide patients with comprehensive and refined health management services.
Xie Fangmin, Founder, Chairman and CEO of Fangzhou Jianke, and Dai Suling, Head of Retail E-commerce at Beijing Novartis, jointly signed a strategic cooperation agreement.

“Wholeheartedly Serving Heart Failure Patients”
Heart failure is the end stage of cardiovascular diseases. With the accelerating aging of the population, the incidence of diseases that precipitate heart failure, such as hypertension, diabetes, coronary heart disease, and valvular heart disease, is rising, leading to a continuously expanding patient population. Data show that the prevalence of heart failure in China has reached 1.3%, with the number of patients exceeding 10 million. Twenty percent of patients die within one year of diagnosis, and 50% within five years; the mortality rate of heart failure is higher than that of many cancers.
However, disease course management for heart failure patients remains suboptimal. Currently, management largely relies on pharmacotherapy alone, lacking systematic prevention and control protocols. Moreover, there is insufficient continuity across the pre-diagnostic, treatment, and post-treatment phases. Most heart failure patients generally adhere to a pattern of "taking medication only during exacerbations and discontinuing it when asymptomatic," reflecting a low level of disease awareness.
“Chronic disease management is a long-term, professional, and highly refined process. Novartis’s core competitiveness lies in pharmaceutical R&D, and we need to leverage Ark Care’s expertise and advantages in chronic disease management to provide heart failure patients with more comprehensive and high-quality services,” Dai Suling stated. She added that Novartis Pharma is highly willing to establish a strategic partnership with Ark Care, a leading smart health service platform in China, to jointly explore digital management solutions for heart failure patients.
Xie Fangmin stated that Fangzhou Jianke has consistently centered its business strategy around patient needs. Novartis is a globally leading pharmaceutical company dedicated to delivering high-quality pharmaceutical and healthcare services to patients. In this regard, both parties hold significant potential for collaboration. To this end, Fangzhou Jianke will fully leverage its established platform and resource advantages in chronic disease management to provide patients with full-cycle management services, thereby enhancing their quality of life.
It is reported that the first collaborative project following the strategic partnership between Fangzhou Health and Novartis is named “Quanxin Quanyi”. The initiative aims to commence with Novartis’s innovative heart failure therapy, leveraging Fangzhou Health’s unique strengths in chronic disease management to provide dedicated care management services for patients.

Leveraging the Smart Health Service Platform
Building a "Drug-Patient-Physician-Knowledge" Chronic Disease Management System
In fact, Ark Health and Novartis Pharmaceuticals have previously maintained a partnership in areas such as pharmaceutical services and health education. Following this upgrade in their collaboration, both parties will further integrate their respective strengths to jointly establish a "drug-patient-physician-knowledge" four-in-one chronic disease management service system, encompassing rational drug use, nutritional prescriptions, remote follow-up, and health education.
“By leveraging a big data platform for chronic disease management, we can break through temporal and spatial constraints to provide convenient, high-quality services to patients anytime, anywhere,” stated Xie Fangmin. Powered by core technologies such as data engines, AI applications, and hybrid cloud infrastructure, the HealthArk Chronic Disease Management Service Center has already compiled precise profiles for tens of millions of chronic disease patients. In the process of jointly exploring the “Internet + Heart Failure Chronic Disease Management” service model with Novartis Pharmaceuticals, HealthArk can deploy its mature digital capabilities to deliver comprehensive, multi-touchpoint chronic disease management services directly to heart failure patients. Meanwhile, a three-tier medical team—comprising physician assistants, in-house physicians, and specially appointed medical expert consultants—enables the provision of full-cycle management services covering pre-diagnosis, diagnosis, and post-diagnosis phases.
To further enhance patient-doctor interaction and improve awareness of heart failure, Fangzhou Jianke will actively collaborate with leading cardiovascular specialists, physicians, and scholars across China. Leveraging artificial intelligence and new media communication platforms, the company will conduct regional live-streamed patient education sessions and health literacy campaigns. Big data from the Fangzhou Jianke Chronic Disease Management Center indicates that since the launch of real-time online patient-doctor interaction and patient education services, the proportion of moderate- and high-frequency chronic disease patients has risen substantially, alongside a marked improvement in medication adherence.
Xie Fangmin stated, “We hope to take the ‘Quanxin Quanyi’ project as an opportunity to provide heart failure patients with more comprehensive, diversified, and humanistic systematic care services. At the same time, we also hope that both parties can explore further collaborative opportunities in chronic disease management fields such as dermatology, hypertension, and ophthalmology in the future.”
