On September 10, 2021, the Joint Procurement Office of the National Centralized Drug Procurement issued a public notice regarding the list of relevant enterprises and products for the sixth batch of the national centralized drug procurement (insulin special program).

This national centralized procurement for insulin covers a total of 81 products, involving 10 companies: Novo Nordisk, Eli Lilly, Sanofi, Tonghua Dongbao Pharmaceutical Co., Ltd., HTBT, Gan&Lee Pharmaceuticals, Zhuhai United Laboratories, Gloria Pharmaceuticals, Jiangsu Wanbang Biopharmaceuticals, and HEC PHARM.

The document indicates that, in accordance with the directives for the national centralized drug procurement and usage program, and to advance the sixth national centralized drug procurement (insulin special program), the Joint Procurement Office has compiled a list of relevant enterprises and products for second- and third-generation insulins based on preliminary surveys and enterprise feedback. Following the public notice period, medical and healthcare institutions will be organized to submit their demand volumes in accordance with the list.

Submissions received after the deadline will not be accepted. On August 18, the 《Letter on Soliciting Opinions on the National Centralized Volume-Based Procurement Plan for Insulin (Draft for Comment)》 circulated within the industry. The draft indicated that work related to the centralized procurement of insulin would be launched in September this year, to be implemented in early 2022, with a procurement cycle of two years.

Notably, in early 2020, Wuhan City took the lead in piloting the centralized procurement of insulin, primarily focusing on second- and third-generation insulins. The initiative covered several major products with annual sales exceeding RMB 1 billion, with enterprises such as Sanofi, Gan&Lee Pharmaceuticals, and Tonghua Dongbao Pharmaceutical Co., Ltd. participating in the negotiations.

According to media reports, the bidding results of Wuhan's centralized insulin procurement show that a total of 21 products from various manufacturers and dosage forms were selected. Among them, up to 15 were awarded to foreign enterprises, primarily from Novo Nordisk China and Eli Lilly Suzhou, accounting for nearly 60%. With a total procurement volume of 1.7057 million units, Wuhan's special volume-based procurement program has reduced the unit price of some awarded insulin products by up to 43%.
