Significant Price Reductions for Medical Consumables Including Balloon Catheters, Centrifugal Pumps, and Membrane Oxygenators (With Product List)

Latest Consumables Online Price, Effective from February 14

On February 7, the Jiangsu Provincial Public Resources Trading Center released the "Notice on Adjusting the Supply Prices of Some Medical Consumables."

Significant price adjustments for some vascular interventional consumables: a peripheral balloon dilation catheter dropped from 3,680 yuan to 1,630 yuan, a decrease of 55.7%; a drug-eluting PTA balloon dilation catheter decreased from 24,500 yuan to 18,700 yuan. Among extracorporeal circulation materials, a centrifugal pump head was reduced from 4,950 yuan to 3,150 yuan. (See the attached table at the end of the article.)

The Notice points out that the adjusted prices will be implemented starting from February 14, 2022.

On January 28, the Jiangsu Provincial Public Resources Trading Center released the "Notice on Publishing the High-Value Medical Consumables Sunshine Procurement Listed Products," announcing information and listing prices for 255 types of high-value medical consumables. The content of the form will take effect from February 1, 2022. (See attached form at the end of the article.)

According to the "Implementation Rules for the Sunshine Procurement of Medical Consumables in Jiangsu Province (Trial)", all production and operation enterprises selling medical consumables in public medical institutions within the province must be registered on the provincial platform. In addition, military medical institutions and non-public medical institutions within the province are encouraged to participate in the sunshine procurement.

In terms of pricing, the lowest price will be listed online, and dynamic adjustments will be made.

Manufacturing and operating enterprises should report price information to the provincial platform within 20 working days after implementing the new lowest price among the current provincial and municipal online prices in China; the provincial medical insurance department organizes an annual linkage of the lowest prices of similar products nationwide, adjusting the online prices according to relevant rules. For failure to report in a timely manner, false reporting, or other falsifications, once verified, actions such as suspension of online listing will be taken in accordance with relevant regulations.

Fully Implement Transparent Bargaining Procurement. All products listed on the provincial platform are open for bargaining (except for products selected during the alliance procurement period). Medical institutions should conduct substantive bargaining with production and operation enterprises through the provincial platform under the listed price. The agreed price will be disclosed on the provincial platform for reference by other medical institutions. Multiple medical institutions are encouraged to pool orders for bargaining, exploring further reductions in procurement costs.

1,921 Products Delisted from Online Platforms

The dynamic adjustment of listed products is not only about price.

On January 28, the Jiangsu Provincial Public Resources Trading Center released the "Notice on the Publication of Revoked Medical Consumables Listings." A total of 1,921 products from various brands such as Medtronic, Siemens Healthineers, Johnson & Johnson, Stryker, Lepu, and Abbott had their listings revoked. Reasons for the revocation included company requests, no municipal entry for products, non-primary agency status, lack of product registration certificates, model numbers not within the scope of registration certificates, and duplicate product codes.

According to the "Detailed Rules for the Implementation of Jiangsu Province's Sunshine Procurement of Medical Consumables (Trial)", if a listed product has no sales for 1 year, the provincial medical insurance department will suspend the listing of the product. The resumption of use shall be applied for in writing by the medical institution and approved after examination. Production and operation enterprises can apply for delisting of their listed products that have been discontinued, stopped from sale, or had registration changes.

In addition, establish a negative record management system for the sunshine procurement of provincial medicines (medical consumables) to firmly restrain improper behaviors in the procurement of medical consumables. For medical consumables production and operation enterprises listed in the negative records, the provincial medical insurance department will restrict or cancel the listing of some or all products according to relevant regulations.

The transparent listing and dynamic adjustment of consumables help to eliminate previous issues such as disconnection and lack of transparency in various stages of consumables procurement, making the industry more standardized.
