This project aims to promote resource sharing and integration, assist county hospitals in establishing minimally invasive interventional centers for coronary heart disease, enhance the medical service capabilities of county hospitals, further extend high-quality medical resources to the grassroots level, and support the realization of a tiered medical treatment system.

A relevant official from the Medical Administration Department of the National Health Commission interpreted national policies at the launch meeting of the Thousand Counties Project: "The 'Thousand Counties Project' launched by the National Health Commission aims to fundamentally address issues related to fairness and accessibility in medical services for residents in county-level areas. Our goal is 'to have at least 1,000 county hospitals across China reach the service capability level of tertiary hospitals by 2025.' Achieving this goal requires optimal allocation of resources, improved management of systems and processes, implementation of diagnostic and treatment standards, as well as capacity building for the health 'gatekeepers,' and active participation from industry, academia, research, and medical sectors. There is significant anticipation that through collaborative efforts, the 'Thousand Counties Project - Precision PCI Grassroots Initiative' will expand and extend high-quality medical technologies in the field of highly prevalent cardiovascular diseases, fulfilling the basic medical service needs of county-level regions."

Ma Changsheng, Director of the Cardiology Center at Beijing Anzhen Hospital affiliated with Capital Medical University, shared insights on the Cardiovascular Disease Management Capability Assessment and Enhancement Project (CDQI): "CDQI is one of the largest bases in China for the incubation, application, and evaluation of new technologies in cardiovascular disease diagnosis and treatment, as well as a leading training ground for cardiovascular specialists. On the day of the launch conference, the "Thousand County Project" CDQI training sessions were simultaneously initiated across multiple locations in China. The event connected with three training centers: Xingyi People's Hospital in Guizhou Province, Zhuzhou People's Hospital in Hunan Province, and Bethune Hospital Shanxi, to jointly witness the launch of the "Thousand County Project Precision PCI Grassroots Initiative."

Minimally Invasive Interventional Treatment Enters Thousands of Counties, Assisting in Achieving ""Serious illnesses need not leave the county"

CDQI is a project jointly implemented by the National Clinical Research Center for Cardiovascular Diseases and the Chinese Society of Cardiology under the guidance of the National Health Commission's Capacity Building and Continuing Education Center. It aims to build a clinical quality evaluation and capacity improvement system by establishing high-quality diagnosis and treatment standards and practical courses, creating an Internet-based training and technical support platform, improving offline training and on-site technical guidance models, developing a series of clinical diagnosis and treatment assistance tools, and enhancing clinical research capabilities. The project also seeks to establish national standardized cardiovascular disease centers covering medical institutions at all levels in China, promote the implementation of CDQI construction standards, and stimulate the upward and downward flow of high-quality medical resources.

The "Thousand Counties Project: Precision PCI Grassroots Initiative," under the guidance of China's National Health Commission and CDQI standards, aims to establish "CDQI Coronary Heart Disease Centers" in county-level hospitals. This initiative will collectively enhance the capacity for PCI procedures at the county level, explore practical experiences and standardized models for tiered medical care, and promote the nationwide implementation of CDQI in China.

Currently, the project has formulated a three-year implementation plan from 2022 to 2024. Through an innovative training model that links provinces, cities, and counties, it will promote the deployment of high-quality teaching resources and encourage talent mobility for learning. At the same time, the CDQI certification assistance program and the Precision PCI Grassroots Campaign mini-program have been launched, establishing multiple online learning platforms to ensure the timely sharing of the latest policies, academic trends, and diagnostic and treatment technologies. It is expected that within three years, the project will reach more than 700 county-level hospitals online and over 600 county-level hospitals in 16 key provinces offline, accelerating the improvement of minimally invasive interventional diagnosis and treatment for coronary heart disease at the county level and contributing to the goal of "major illnesses not leaving the county."
