China's National Health Commission: Promoting the下沉of Urban Medical Resources to County-Level Hospitals and Urban-Rural Grassroots
According to the website of the National Health Commission of China, in order to further improve the service capabilities of county-level hospitals and urban-rural grassroots medical and health institutions, and better meet the needs of the people for medical treatment, the National Health Commission of China, together with relevant departments, has conducted research and widely solicited opinions. On this basis, they have formulated the "Notice on Further Improving the Mechanism to Promote the Sinking of Urban Medical Resources to County-Level Hospitals and Urban-Rural Grassroots Levels" (hereinafter referred to as the "Notice").
The Notice is divided into six parts. (1) Deepening the work of urban hospitals supporting county-level hospitals. Local areas should combine the requirements of tertiary hospitals' targeted support for county-level hospitals and the "team-based" medical talent support work, make full use of existing cooperative relationships, and follow the principle of "overall planning and regional division". Urban tertiary hospitals within the province should be organized to support county-level hospitals, mainly in the form of "one-to-one" support with "one-to-many" as a supplement. This will enhance the management and service capabilities of county-level hospitals, accelerate the cultivation of professional talent teams, and improve the smooth functioning of two-way referral mechanisms.
(II) Organize urban hospitals to support community health service centers. Using the close-knit urban medical groups and specialty alliances laid out in a grid pattern as the vehicle, arrange for secondary-level and above urban hospitals to support community health service centers by conducting巡回诊疗 (mobile clinic services), teaching and training, enhancing service capabilities, promoting the下沉共享 (downward flow and sharing) of medical resources, establishing contact mechanisms, and supporting family doctor contract services.
(III) Deployment of hospitals at or above the county level to support township health centers and village clinics. Using closely-knit county-level medical consortia as a vehicle, organize urban secondary hospitals and county-level hospitals to provide tiered support to township health centers, and township health centers to support village clinics. Strengthen personnel deployment, innovate collaborative working models, and support the development of general practice departments and specialty departments at the grassroots level.
