Declaration Method
Small and medium-sized enterprises (SMEs) that meet the requirements can, on a voluntary basis, log in to the "Science and Technology SME Evaluation System" (hereinafter referred to as the "Evaluation System") on the platform for the graded cultivation of high-quality SMEs (https://zjtx.miit.gov.cn/), register, and fill in relevant enterprise information. They must upload supporting materials bearing the official seal of the enterprise. Specific instructions for filling out indicators can be found in Attachment 3, "Guidelines for Science and Technology SME Evaluation Services" (Guo Ke Huo Zi [2022] No. 67). Enterprises participating in the evaluation should abide by national laws and regulations as well as the relevant requirements of the "Evaluation Measures" and the "Work Guidelines." The information filled out online and submitted materials must not involve state confidential information, nor should they contain false information. Enterprises must ensure the accuracy, authenticity, legality, and effectiveness of the submitted content and should not apply through third-party intermediaries. In case of any falsification, the enterprise will lose its evaluation eligibility for the current year and will not be allowed to participate in the evaluation for three years.

Evaluation Criteria
Science and technology-based small and medium-sized enterprises must meet the following conditions simultaneously:
1. A resident enterprise registered within the territory of China (excluding Hong Kong, Macao, and Taiwan regions).
2. The total number of employees does not exceed 500, the annual sales revenue does not exceed 200 million yuan, and the total assets do not exceed 200 million yuan.
3. The products and services provided by the enterprise do not fall under the categories of prohibition, restriction, or elimination as stipulated by national regulations.
4. The enterprise has not encountered any major safety or significant quality incidents, serious environmental law violations, or grave scientific research dishonesty in the previous and current accounting years. Additionally, the enterprise is not listed on the business operation anomaly list or the list of enterprises with serious illegal and dishonest behavior.
5. The comprehensive evaluation score of an enterprise based on the evaluation indicators for science and technology-oriented small and medium-sized enterprises shall not be less than 60 points, and the score for the science and technology personnel indicator must not be 0 points. For specific evaluation criteria, refer to Attachment 2, "Evaluation Measures for Science and Technology-Oriented Small and Medium-Sized Enterprises" (Guo Ke Fa Zheng [2017] No. 115).
6. Enterprises that meet the above conditions 1 to 4, if they also meet one of the following conditions, can be directly confirmed as meeting the criteria for technology-based small and medium-sized enterprises.：
(1) The enterprise possesses a valid High-tech Enterprise Qualification Certificate;
(2) The enterprise has received national-level science and technology awards within the past five years;
(3) The enterprise owns a recognized R&D institution at the provincial or ministerial level or above;
(4) The enterprise has led the formulation of international standards, national standards, or industry standards in the past five years.
