Thus far, a total of 15 enterprises in the Haikou National High-Tech Industrial Development Zone have completed their "first orders" under the policy of over 30% value-added processing with exemption from tariffs (hereinafter referred to as the "value-added processing policy"), leveraging the advantageous policies of the Hainan Free Trade Port to empower high-quality development for businesses.

Beijing Double-Crane Pharmaceutical Trading Co., Ltd. uses a key imported ingredient—mannitol, a pharmaceutical excipient imported from France—to produce clozapine orally disintegrating tablets for the treatment of schizophrenia. This initial shipment is mainly used for process validation to establish a business channel. This also makes it the 15th company in Haikou High-Tech Zone to complete the "first order" under the value-added processing policy.

"Importing French mannitol is not merely a cost consideration, but a strategic choice based on drug quality, patient safety, regulatory compliance, and supply chain resilience," introduced Zhou Peiyu, General Manager of Double-Crane Pharmaceutical. With policy support, it is possible to save 9% of the import tariff for mannitol, thereby reducing production costs, gaining a competitive advantage in the market, and helping the company achieve high-quality development.

By the end of 2024, Double-Crane Pharmaceutical officially launched and fully advanced the filing application process to become a pilot enterprise for the value-added processing policy. In February this year, the company successfully obtained the filing qualification. Zhou Peiyu stated, "From policy interpretation, pilot application to business closure, the provincial and municipal departments and the High-Tech Zone have provided significant assistance to the enterprise. The High-Tech Zone Management Committee has offered us a ‘Corporate Secretary’ full lifecycle service, closely monitoring the company’s dynamics and needs. Through precise policy empowerment and highly efficient simplified approval processes, they have effectively addressed the challenges encountered during the company's development."

Accelerate the Layout of Value-Added Products to Transform Policy Advantages into Development Superiority

The policy of processing value-added is one of the core policies of the Hainan Free Trade Port. The "Overall Plan for the Construction of the Hainan Free Trade Port" clearly states that for goods produced by encouraged industry enterprises, if they do not contain imported materials or contain imported materials but are processed in the Hainan Free Trade Port with a value-added of over 30% (including 30%), they will be exempt from import tariffs when entering the Chinese mainland via the "second line," while import value-added tax and consumption tax will still be levied according to regulations. For commodities with higher import tariffs on raw materials or finished products, enterprises can use this policy to effectively reduce procurement costs and enhance the core competitiveness of their products.

As a beneficiary of the Free Trade Port's processing value-added policy, Hainan Brilliant Pharmaceutical Co., Ltd. successfully completed the "first order" shipment of Calcium Gluconate Injection at the end of last year, marking the start of a new path for diversified development. The main packaging material, polypropylene granules (PP), used in Calcium Gluconate Injection is primarily imported from South Korea. The continuous release of policy benefits has injected new momentum into the company’s growth and saved significant costs this year. The saved funds have also enabled the company to further increase investment in R&D, with eight products successfully approved this year, strengthening the company’s core competitiveness. With the upcoming island-wide customs closure, the company is accelerating the layout of value-added processing products to further convert policy advantages into competitive strengths.

Seize Policy Opportunities to Expand Investment, Build Hainan Pharmaceutical Intelligent Manufacturing "Lighthouse Enterprise"

Qilu Pharmaceutical (Hainan) Co., Ltd. is the "Export Formulation Production Base" established by Qilu Pharmaceutical Group in Hainan. On November 14, Liu Wenmin, Chairman of Qilu Pharmaceutical (Hainan) Co., Ltd., introduced at the press conference of the Well-known Private Enterprises Assisting High-Quality Development Conference for the Hainan Free Trade Port that after the announcement of the Overall Plan for the Construction of the Hainan Free Trade Port, the company’s development entered a “fast track,” creating an accumulated output value of 20.36 billion yuan over five years. In the implementation of the Free Trade Port policies, the company relied on the "zero-tariff" policy for self-use production equipment to import various advanced instruments and equipment with a total value of 80.7941 million yuan; by leveraging the processing value-added policy, it achieved a domestic sales value of 285 million yuan; and 169 executives and core technical talents have enjoyed a 15%Individual Income TaxPreferential Policies. The company has cumulatively received tax reductions and exemptions totaling 28.3134 million yuan. The company has allocated all of the tax reductions from the aforementioned policies specifically for innovation research and development, as well as key investment projects.

Hainan Free Trade Port Policies Inject Development Momentum into Enterprises. Liu Wenmin introduced that the company has seized policy opportunities, continuously expanded investments, and successively launched multiple projects. Among them, the "High-end Intelligent Manufacturing Project," with an investment of nearly 700 million yuan, has been completed and put into operation. As the Hainan Free Trade Port is about to begin its closed-loop operation, next, the enterprise will increase R&D investment to continuously enhance corporate competitiveness; further expand international markets and broaden the application scenarios of the Free Trade Port policies; and further upgrade quality to fully create a "lighthouse enterprise" for intelligent pharmaceutical manufacturing in Hainan.

Promote the Continuous Expansion of Pilot Programs, Create a "High-New Model" for the Business Environment

Since the expansion of the pilot scope for self-processing value-added policies, multiple industries have benefited. This has driven the concentration of related industries in key parks, promoting the rapid and orderly growth of distinctive industries. Data shows that as of September this year, the processing value-added policy had cumulatively achieved domestic sales of 11.08 billion yuan, with 860 million yuan in tariffs exempted.

Reporters learned from the Science and Technology Bureau of Haikou National High-Tech Industrial Development Zone Management Committee that, as of November 18, Haikou National High-Tech Zone submitted 31 applications for the pilot program of the value-added processing policy. A total of 23 enterprises have been approved (including 5 enterprises approved from January to September this year), accounting for 17.8% of the total number of pilot enterprises approved in the province and 42.6% in the city. These include 16 pharmaceutical manufacturing enterprises, 4 modern food enterprises, 1 medical device manufacturing enterprise, and 2 advanced manufacturing enterprises. Among them, 15 enterprises have completed a business closed loop, accounting for 28.3% of the total number of closed-loop enterprises in the province. With the support of the policy, the pilot enterprises "seized the opportunity," with a cumulative total of 2,577 tickets of value-added processed products exiting the "second line" zone, with a cargo value of 917 million yuan and a write-off tariff of 5.942 million yuan.
