4, 10 Categories of Medical Consumables Procurement Rules Changed
Recently, the Jiuquan Medical Insurance Bureau in Gansu released a draft consultation document for the centralized volume-based procurement of ten categories of general medical consumables through an alliance. Compared with the draft released on December 2, the procurement categories remain unchanged, but the maximum valid bid price has been removed, and there are changes in the proposed selection rules and allocation of agreed procurement volumes. The procurement entities are all public medical institutions in Jiuquan City, with a procurement cycle of two years. Companies will submit bids according to the secondary directory, with only one price allowed per competitive unit. Different products from the same company under the same registration certificate must be bid separately, though simultaneous bidding is allowed under specific circumstances. The number of proposed winning companies will depend on the number of valid bidders. A company’s bid price should not exceed the lowest purchase price within municipal medical institutions, the lowest listed price on provincial platforms, or the lowest winning bid price in regional procurements across China to be considered as a potential winner. The agreed procurement volume of selected products will be allocated based on ranking, and medical institutions may prioritize the use of the lowest-priced winning product or make independent choices for remaining volumes.
