Recently, the industrial data released by Tianjin Binhai High-Tech Zone for the "14th Five-Year Plan" period showed that the average annual growth rate of the biomedicine output value in the zone reached 16%. It has ranked among the top in China's biomedicine industrial parks for three consecutive years, demonstrating a positive trend of both quantitative and qualitative improvement in the industry.

This achievement is attributed to the continuous efforts of the High-Tech Zone in promoting technological innovation and systematically building a full-chain innovation ecosystem. By integrating resources from national key laboratories, Haihe Laboratories, and municipal key laboratories, the zone has established a high-level innovation matrix and successfully facilitated the establishment of the National Modern Chinese Medicine Innovation Center. Particularly in the cutting-edge field of cell and gene therapy, the High-Tech Zone has attracted more than 100 upstream and downstream companies in the industrial chain, forming a complete industry chain encompassing "cell extraction and preparation—cell storage—cold chain logistics—invention and R&D—small-scale and pilot testing—evaluation and approval—clinical application."

The Cell Ecology Haihe Laboratory is one of the core engines of innovation in the High-Tech Zone. Hao Sha, the deputy director of the laboratory, introduced that the laboratory has carried out 68 "challenge-list" scientific research projects in the field of cell ecology and has been approved.Construction IndustryOne of the first key cultivation pilot platforms prioritized by the Ministry of Industry and Informatization. To further promote the deep integration of the industrial chain and the innovation chain, Ge Yu, Director of the Biomedical Industry Bureau of Tianjin Binhai High-Tech Zone, stated that the next step for the High-Tech Zone will be to build a comprehensive industrial system featuring "full-cycle policies, strong platform empowerment, new industrial highlands, and a complete ecosystem." Specific measures include improving full-lifecycle services for enterprises, strengthening the innovative leading role of high-level platforms, implementing tiered cultivation of key enterprises, and collaborating with municipal departments to optimize the evaluation and access environment.

Liu Xianming, Deputy Director of the Tianjin Binhai High-Tech Zone Management Committee, stated that the High-Tech Zone will aim to become a leading hub for biotechnology and bio-manufacturing industries in China. It will promote the coordinated development of the Huayuan Science and Innovation Pilot Zone and the Bohu Lake Advanced Manufacturing Zone. The zone will strengthen two major innovation and industrial highlands: the "Cell Valley" with distinctive features of the Beijing-Tianjin-Hebei region and the "China Brain-Machine Valley." It will focus on five core industries—innovative drugs, medical devices, cell therapy, brain-computer interaction, and pharmaceutical services—and proactively lay out plans in multiple promising sectors such as bio-manufacturing, healthcare, and the broader health industry.
