How can industrial enterprises and retail terminals collaborate effectively to打通服务群众健康的“最后一公里” in the context of the deepening reform of the medical and health system and the profound transformation of the functional positioning of retail pharmacies?

From March 26 to 29, the 11th Health Product Trading Conference (2026 Xiding Conference) was held in Huzhou, Zhejiang. At the conference, Qilu Pharmaceutical released its 2026 retail strategy and the "Supply-Retail Same Station, Health for Ten Thousand Families" action plan, aiming to jointly build "Health Stations" with retail pharmacies. This provides the "Qilu Solution" to promote the establishment of "Health Stations" by retail pharmacies. Discussions were also held with representatives of chain pharmacies on topics such as chronic disease management and the restructuring of supply-retail relationships.

Reconstructing the Supply-Retail Relationship to Help Pharmacies Evolve from "Medicine Sellers" to "Health Stations"

In January this year, the Ministry of Commerce and eight other departments jointly issued the "Opinions on Promoting the High-Quality Development of the Pharmaceutical Retail Industry" (hereinafter referred to as the "Opinions"), which, for the first time at the national level, clearly defined pharmacies as "health stations." This shift in functional positioning has become a focal point of attention at this year's Xiding Conference.

"Qilu Pharmaceutical hopes to make quality national medicines accessible and affordable for the general public. In addition to hospitals, retail chains are also an important avenue for us to serve public health," said Sun Yingxia, Vice General Manager of Qilu Pharmaceutical. She noted that in the past, pharmacies had relatively单一 functions, making it difficult to meet the growing diverse health needs of the population.

According to the guidance of the "Opinions," pharmaceutical manufacturing enterprises and distribution enterprises should engage in deep cooperation. Sun Yingxia stated that industrial enterprises possess the capabilities for academic promotion and professional training, while chain outlets have a natural advantage in reaching the public. "To truly serve the people, industry and chain outlets can collaborate on more initiatives," jointly promoting the functional upgrade of retail outlets to become "health stations."

Sun Yingxia believes that the reconstruction of the relationship between suppliers and retailers is essentially the deep integration of the industrial chain. "In the past, both parties talked about supply and procurement, but now they talk about health services. With the clear guidance provided by this document, everyone is making an effort to move forward, which is conducive to the connection of upstream and downstream parts of the industrial chain, ultimately enhancing the ability to serve the people."

Professional Empowerment for Chronic Disease Management: "Qilu Solution" Builds a New Ecosystem for Chronic Disease Services

In response to the increasingly severe situation of chronic disease prevention and control in China, pharmacies are also facing practical challenges in serving patients with chronic diseases during their transformation. In this regard, Qilu Pharmaceutical relies on its matrix of chronic disease products such as Metacin, Shenwei, Sikolin, and Yuebituo. Through a closed-loop model of "product + service," it provides chain pharmacies with implementable support tools.

"The public needs not only medicines, but also professional and warm health protection." Sun Yingxia introduced that Qilu Pharmaceutical, by jointly conducting pharmacist training, standardized follow-up visits, and medication guidance with chain partners, has transitioned from providing good medicines to offering excellent services. Through integrated supply and retail, they have become the "trusted guardians" for chronic disease patients.

On the afternoon of March 27, at the Xiding Conference's "Defining Quality Products" Supply and Retail Dialogue Forum, industry and commerce representatives from Qilu Pharmaceutical, Shuyu Civilians, and others engaged in an in-depth discussion on "How to Define Quality Health Products." Representatives reached a consensus on core standards such as clinical value, market demand, profitability models, and serviceability, considering perspectives from industrial R&D, terminal operations, and consumer needs. They agreed that good health products should not only have proven efficacy and reliable quality but also provide service support to retail chains, ultimately benefiting patients.

International Quality, National Good Medicine, Bringing "Health Stations" to Thousands of Households

Facing the high expectations of the public for drug safety, Sun Yingxia has repeatedly emphasized "staying true to our original aspiration" and "international quality." "Every enterprise is a part of society, and the original intention of our cause determines how far the company can go," Sun Yingxia said frankly. The original aspiration of Qilu Pharmaceutical has always remained unchanged: to make high-quality, affordable drugs produced in China accessible to ordinary people.

What Exactly Are "Good Drugs"? Sun Yingxia Offers Her Understanding of the "Good Drug" Profile: The Core Lies in the High Unity of "Quality" and "Accessibility." She Believes That a Truly Good Drug Meets Four Criteria: Clear Clinical Value, Reliable Safety, Solid Real-World Study Validation, and Universally Affordable Pricing.

"Good medicine should not only be effective in treating diseases but also affordable and easily accessible to patients." Sun Yingxia showed reporters two sets of highly convincing data.

A set of data reflects Qilu Pharmaceutical's international achievements. As the first pharmaceutical company in China to simultaneously export formulations to major markets such as Europe, America, Japan, and Australia, Qilu Pharmaceutical adheres to the principle of "global consistency and shared production lines." Its products have been stably exported to nearly 110 countries and regions worldwide, with 40 products leading in market share overseas, embedding "international quality" as the hallmark of its domestically trusted medicines.

Another set of data reflects Qilu Pharmaceutical's commitment to public welfare. To date, 219 products from Qilu Pharmaceutical have been included in the national medical insurance catalog, and 109 products have won bids in the national centralized procurement program. The company ranks among the top in the industry for the number of products that have passed the consistency evaluation, as well as for the number of products that were the first to pass. This has significantly reduced the medication burden for the public.

From large tertiary hospitals to grassroots medical institutions, from online platforms to 400,000 pharmacies across China, Qilu Pharmaceutical has built a comprehensive service network to deliver high-quality medicines to the places where people need them most.

"Allowing ordinary people to have access to and afford high-quality domestically produced drugs is Qilu Pharmaceutical's unwavering vision." Sun Yingxia stated that in the future, Qilu Pharmaceutical will continue to deepen cooperation with retail partners, transforming the 'Health Station' from a policy vision into tangible practice. With high-quality national medicines and professional services, it aims to contribute to the construction of a Healthy China.
