Although all are led by large tertiary hospitals to carry out consortium procurement,There are still significant differences in the selection rules.。

A 25% price reduction secures 65% of the self-assessed demand volume as the base volume, with a 25% adjustment out;
For every 1% increase in the price reduction, the base volume increases by 1%, and the delisted volume decreases by 1%;
A 50% price reduction qualifies for 90% of the base volume, with a phased-out volume of 0.
From the draft for public comment to the final official document, the selection criteria for root canal files have been changed from simple price ranking toVolume-Based Procurement with Tiered Base Allocation, aligning with the approach of national centralized procurement.
Since the provincial-level public medical institutions in Zhejiang Province launched group procurement in October 2025, it has been promoted in four batches, covering a cumulative number of varietiesExceeding 23 categories.

The first batch focuses on commonly used consumables for endoscopy and general surgery; the second batch covers consumables for urology, oncology, interventional cardiology, and obstetrics/gynecology interventions; the third batch extends to neurointerventional procedures and long-term oncology care; while the fourth batch simultaneously targets high-value neurointerventional consumables, the hemodialysis market, hemostatic materials, traditional Chinese medicine acupuncture instruments, and dental nickel-titanium devices. The product categories range from high-value to low-value items, and from operating rooms to outpatient clinics.Boundaries continue to expand.
Zhejiang Provincial Medical Insurance Bureau explicitly proposed in the draft for comments on the "15th Five-Year Plan" that by 2030The number of medical consumable categories under centralized procurement has reached 60.and "encourage the establishment of a multi-party coordinated procurement mechanism, and launch pilot programs for group-based procurement of non-centrally procured items."
At the current pace of advancement, categories not yet fully covered by national centralized procurement or inter-provincial alliances, such asSutures, high-frequency surgical electrodes, in vitro diagnostic reagents, traditional Chinese medicine and rehabilitation consumables, ancillary consumables other than ophthalmic lenses, etc., all of which may become candidate directions for subsequent group procurement.

The announcement of the selected results for this group procurement is expected to be completed in mid-to-late July.
