On September 26, the 2023 Chinese Entrepreneurs Sun Island Annual Conference was grandly held in Harbin, Heilongjiang Province. Themed “New Momentum, New Opportunities, New Development,” the conference focused on emerging and future industries such as the digital economy, bioeconomy, ice-and-snow economy, and creative design to discuss development pathways. A batch of key projects in related fields were signed at the event. Notably, the Health Medical Big Data Open Application Platform empowered by new digital-intelligent technologies, along with the Digital Health Community project, garnered widespread attention as representative examples of “new quality productive forces” leveraging data elements to support the high-quality revitalization of Northeast China.
To implement the central government’s directive on accelerating the formation of new-quality productive forces, enhancing new drivers for development, and supporting the comprehensive revitalization of Northeast China, the Heilongjiang Provincial Health Commission, WeDoctor, and Xinhua News Agency have jointly launched the construction of the “Heilongjiang Intelligent Application Center for Health and Medical Big Data.” Upon completion, this center will serve as a provincial-level open application platform for health and medical big data. Meanwhile, WeDoctor has signed an agreement with the Xiangfang District Government of Harbin City for the Heilongjiang Digital Health Community Project. The initiation of these two projects injects new momentum into the development of digital health and the cultivation of new-quality productive forces in Heilongjiang, marking a new starting point.

The Heilongjiang Intelligent Application Center for Health and Medical Big Data will focus its development on strengthening the foundation of health and medical informatization, enhancing data interoperability, establishing an intelligent big data application platform, promoting innovative applications of big data, and advancing cooperation in market-oriented allocation reforms of data elements. The three parties will jointly explore and promote the application and development of cutting-edge big data technologies in relevant fields. They will implement cooperation in areas such as full-cycle health management services, healthcare security systems, clinical and scientific research applications of health and medical big data, and AI-assisted medical diagnostic services. By actively fostering the innovative integration of the broader health industry with big data, they aim to drive the upgrading and development of the health and medical big data industry.
The Digital Health Community is a health-oriented community built on digital and intelligent technologies, driven by mechanism innovation, with health at its core, medical insurance payment as a lever, and the health responsibility system as its driving force. The Heilongjiang Digital Health Community project signed this time will first be piloted in Xiangfang District of Harbin City to create the Xiangfang Demonstration Zone.

In the development of the Heilongjiang Provincial Health and Medical Big Data Open Application Platform, adhering to the principles of “win-win cooperation, openness and sharing, and common development,” the Heilongjiang Provincial Health Commission, Xinhua News Agency, and WeDoctor will take the lead in advancing initiatives across three key areas: formulation of industry standards, integration of data elements, and scenario-based applications of health and medical big data. While ensuring the secure and compliant use of data, they aim to promote the commercial application of health and medical big data and drive the high-quality development of Heilongjiang Province’s health data element industry.
