World Internet Conference Kicks Off “Decade-Long Commitment,” as the Industrial Ecosystem for Health and Medical Data Elements Poised to Emerge.


The 10th World Internet Conference kicked off in Wuzhen. On November 7, the launch ceremony for the Health and Medical Data Application Open Platform (hereinafter referred to as the “Platform”) was held at the release event in Wuzhen’s “International Internet Town.” Yuan Jie, Member of the Standing Committee of the Tongxiang Municipal Party Committee, Secretary of the Wuzhen Town Party Committee, and Secretary of the Party Working Committee of the Wuzhen Big Data High-Tech Industrial Park; Tu Jianzhong, Deputy Mayor of Tongxiang City; Peng Tao, Executive Director of Investment at WeDoctor Group; Kong Xiangpu, Secretary of the Party Committee and Senior Vice President of WeDoctor Group; and Ni Rong, Senior Vice President of WeDoctor Group, jointly pressed the launch button, officially announcing the inauguration of the Platform.

The Health and Medical Industry Data Application Platform, spearheaded by Tongxiang City and jointly launched with WeDoctor Group in Wuzhen, commenced with the framework of “one platform, one fund, and a batch of demonstration applications.” By innovating mechanisms, technologies, and scenarios, it converges data elements with the strength of the health and medical industry, driving high-quality development in the sector through data-driven empowerment.


Leveraging authorizations from the government, hospitals, and users, the platform will standardize and structure personal health and medical data across different periods and scenarios, establish a mechanism for confirming data ownership rights, and create personal health record datasets and data assets. As a key supporting facility, the platform will also establish the first industrial fund for health and medical data elements in Wuzhen to support the development of the health and medical data industry.


At the press conference, the platform unveiled its first demonstration application. On-site reporters observed that, leveraging Wuzhen’s computational power advantages and artificial intelligence technologies, the platform will develop data processing tools to create a “Health Digital Twin” application for each user, incorporating information such as vital signs, medical care, health insurance, and pharmaceuticals. This digital-intelligence application will not only assist users in managing their own health but also serve as an interface for the circulation of healthcare data elements under multi-layered authorization.


Upon its official launch, users can leverage the “Health Digital Human” application to monitor their health status in real time, receive tailored health recommendations, and access precise medical and healthcare services. Furthermore, under the platform’s established mechanisms for data rights confirmation, authorization, and revenue settlement, users can convert their anonymized health data into personal financial gains. On the industry side, the data elements generated by the “Health Digital Human,” after being aggregated, processed, and subjected to multi-party rights confirmation and authorization, will support medical institutions and physicians in delivering healthcare services, insurance companies in product development, pharmaceutical firms in drug R&D, and government agencies in industry governance. The corresponding revenue settlement mechanism will distribute the resulting benefits to both the platform and the users on the data supply side.


“First, we aim to help the more than 200 million users on the Wuzhen Internet Hospital platform establish their own ‘digital health twins,’ ensuring that data primarily serves their personal health,” said Kong Xiangpu. Guided by the “Twenty Measures for Data” policy, the platform will actively explore open data and applications, establish mechanisms for data rights confirmation, authorization, application, and revenue settlement, and gradually open interfaces and provide authorizations to industry applicants. This will enable data elements to truly become productive forces, thereby promoting the development of the healthcare and medical industries.

As a national-level comprehensive pilot zone for the internet, Wuzhen has successfully promoted the innovative development of China’s “Internet + Healthcare” initiative. On the eve of the second World Internet Conference in 2015, Wuzhen Internet Hospital, the first internet hospital in China, pioneered new models and formats in healthcare services. Today, data has become the “new oil” of the digital economy era, and the development of the data factor market will provide a powerful new lever for innovation in the healthcare industry. Article 19 of the “Twenty Measures on Data,” issued by the Central Committee of the Communist Party of China and the State Council, explicitly supports Zhejiang Province in taking the lead in pilot initiatives, thereby endowing Wuzhen with new missions and opportunities.


To this end, the Wuzhen Light supercomputing center, the Wuzhen Data Element Industrial Park, and the specially established Data Element Industry Fund—all strategically deployed in advance by Wuzhen—will provide uniquely advantageous conditions for the platform’s development. As the founder of the Wuzhen Internet Hospital and one of the first enterprises to respond and participate in the platform’s construction, WeDoctor boasts extensive application scenarios and substantial data accumulation. It has currently connected more than 8,000 hospitals and 300,000 physicians, serving 280 million registered users. Its accumulated resources include 400 million consultation dialogues, a proprietary medical knowledge base containing 70 million entries, 6 million treatment plans, and 20 million health indicator data points.


“The Open Platform for Health and Medical Data Applications is not only an innovative platform but also an open one. We welcome application developers and demand-side stakeholders from the global health and medical sector to Wuzhen,” said Kong Xiangpu in his address. He stated that Wuzhen provides computing power, mechanisms, and fund support, while Weiyi offers open data, scenarios, and technical support. The platform will collaborate with upstream and downstream partners to achieve co-construction, resource sharing, and mutual benefit, thereby building an industrial ecosystem for health and medical data elements and contributing practical experience to improving the institutional framework of the data element market.
