Pingshan District Hosts Beijing Investment Forum to Advance Medical and Health Industry Collaboration

As China’s population ages and medical demand continues to grow, the internal drivers of the biopharmaceutical industry are gaining momentum. Meanwhile, the wave of pharmaceutical innovation originating in China is sweeping across the globe, currently in a phase of ascent and achievement translation, with strong industrial momentum. In response to this biopharmaceutical surge, governments, industrial parks, enterprises, capital investors, and research institutions are all entering the fray, leveraging multi-party collaboration to facilitate innovation translation, shorten innovation cycles, and propel the industry’s rapid growth.

 

Driven by multiple advantages including supportive policies, abundant resources, and strategic geographic location, Pingshan District, the core cluster area of Shenzhen’s biopharmaceutical industry, has attracted significant attention from outstanding pharmaceutical and medical device companies. Home to over 1,000 biopharmaceutical enterprises, the district is witnessing increasingly pronounced industrial agglomeration effects, initially establishing itself as a new landmark for Shenzhen’s biopharmaceutical industry.

 

Going forward, Pingshan District will continue to leverage innovation as its driving force to lead and support the transformation and upgrading of the regional biopharmaceutical industry, thereby achieving the strategic goal set by the Shenzhen Municipal Party Committee and Municipal Government of building it into an internationally advanced and domestically leading biopharmaceutical science and technology industrial hub.

 

To this end, on November 16, byThe “Openness, Win-Win Cooperation, and Innovative Pingshan” Medical and Health Industry (Beijing) Investment Exchange Meeting was successfully held in Beijing. The event was hosted by the People’s Government of Pingshan District, Shenzhen; organized by the Investment Promotion Service Bureau of Pingshan District, Shenzhen, and the Science and Technology Innovation Bureau of Pingshan District, Shenzhen; and co-organized by VCBeat, Shenzhen Special Zone Construction Engineering Industrial Space Development Co., Ltd., Shenzhen Pingshan District Urban Construction Investment Co., Ltd., Shenzhen Pingshan District Industrial Investment Service Co., Ltd., and Shenzhen Pingshan District Industrial Capital Investment Co., Ltd.

Heads of the Pingshan District Investment Promotion Service Bureau, the District Science and Technology Innovation Bureau, and other relevant departments attended the meeting. Nearly 100 participants, including representatives from Beijing’s specialized, refined, distinctive, and innovative (SRDI) biopharmaceutical enterprises, industrial parks, capital funds, and high-tech enterprises, took part in this investment exchange conference.

 

How Pingshan District Built Shenzhen’s Only National Biotechnology Industry Base


Shenzhen (Pingshan) National Biotechnology Industry Base is located in the northeast of Pingshan District. Since being approved and designated by the National Development and Reform Commission in June 2005 as one of the first national biotechnology industry bases in China and the only one in Shenzhen, it has been committed to promoting the development of the biomedical industry, providing ample space for growth and promising prospects.

 

Looking at Pingshan as a whole, serving as the bridgehead of Shenzhen’s eastward development strategy, the Shenzhen Municipal Committee and Municipal Government have positioned Pingshan District as the central urban area of eastern Shenzhen, the core park of the Shenzhen High-Tech Zone, and a pilot zone for Shenzhen’s future industries, with its comprehensive economic strength continuing to rise. In the first three quarters of 2023, Pingshan District maintained the double-digit rapid growth momentum seen since the beginning of the 14th Five-Year Plan period. The district ranked first among all administrative districts (new areas) in Shenzhen in terms of growth rates for GDP, industrial value added above designated size, and total retail sales of consumer goods. Its full-year GDP is expected to reach a new historical high.

Economic development paves the way, while Pingshan has created breakthroughs by leveraging policy innovation and pilot programs, as well as talent cultivation and recruitment, as drivers of innovation. Shenzhen attaches great importance to the development of the biopharmaceutical industry, introducing a series of industrial policies to promote the growth of the biopharmaceutical, high-end medical device, and broader health sectors. Additionally, the city has established a RMB 10 billion biopharmaceutical industry fund (with an initial tranche of RMB 5 billion), bringing significant new benefits to the development of Shenzhen’s biopharmaceutical industry.

 

As the core cluster of Shenzhen’s biopharmaceutical industry, Pingshan District has gathered a number of renowned domestic and international enterprises, including Sanofi Pasteur, Snibe Co., Ltd., Chipscreen Biosciences, Hepalink, and Salubris. It presents a tiered innovation ecosystem characterized by leadership from flagship enterprises, support from leading companies, and advancement by innovative startups.

The visit to Beijing represents a significant initiative by Pingshan District to strengthen government-enterprise engagement, precisely address corporate needs, and jointly explore the development of the healthcare and wellness industry, thereby accelerating exchanges between the pharmaceutical sectors of both regions. At the meeting, Pingshan District extended a sincere invitation to Beijing’s biopharmaceutical enterprises to invest and establish operations in Pingshan, forming “innovation partnerships” and becoming a “community of shared endeavor.”

 

Government, Industrial Parks, and Enterprises Jointly Discuss Industrial Development


Presentations were given on the key industrial parks in Pingshan District, namely the Pingshan Biomedical Industry Accelerator Park, the Shenzhen-Hong Kong Biomedical Industrial Park, and the Pingshan Life and Health Industrial Park.

The Pingshan Biopharmaceutical Industry Accelerator Park, developed by Shenzhen Pingshan District Industrial Investment Service Co., Ltd., covers a land area of approximately 106,000 square meters, with a total gross floor area of about 689,500 square meters. The park is designed as a comprehensive biopharmaceutical industrial hub integrating R&D, incubation, production, and multi-functional supporting facilities, combining urban functions with industrial elements. Furthermore, the park hosts two leading domestic public service platforms: the National Medical Device Industry Metrology and Testing Center and the Shenzhen Animal Resources and Technology R&D Base, providing cutting-edge innovation support for fields such as medical devices, biopharmaceuticals, and fundamental scientific research.

(Shenzhen-Hong Kong Biomedical Industrial Park Promotion)

 

Shenzhen-Hong Kong Biopharmaceutical Industrial Park is a 240,000-square-meter biopharmaceutical innovation complex developed and constructed by Shenzhen Pingshan District Urban Construction Investment Co., Ltd. As one of the key parks within Shenzhen BioPark and the Shenzhen National Biotechnology Industry Base, it focuses on attracting Shenzhen-Hong Kong industrialized medical device enterprises and headquarters-based R&D-oriented biopharmaceutical companies. Emphasizing “intensive, efficient, smart, green, and shared” development principles, the park accommodates spatial requirements across all stages—from small-scale trials and pilot production to mass manufacturing—aiming to establish a benchmark industrial park for biopharmaceutical innovation and cooperation in the Guangdong-Hong Kong-Macao Greater Bay Area.

The Pingshan Life and Health Industrial Park, developed by Shenzhen Special Zone Construction Engineering Industry Space Development Co., Ltd., is one of the first pilot projects for “vertical industrial parks” in Shenzhen and the first high-quality industrial space pilot project in Pingshan District. The park covers a total area of approximately 29,200 square meters, with a total floor area calculated against plot ratio of approximately 175,400 square meters. Adhering to the principle of integrating production, living, and ecology, the park features a “pyramid-style” multi-tier configuration. It emphasizes high-standard design elements such as large floor plates, wide column spacing, high load-bearing capacity, and generous ceiling heights, creating a specialized biomedical park characterized by diverse vitality and ecological integration.

 

During the conference, attendees and corporate leaders engaged in lively discussions on industrial topics such as “Pilot Implementation of Municipal and District Biopharmaceutical Industry Policies,” “Support for Key Industries,” and “Industrial Park Development and Talent Acquisition.”

Participating companies stated that the Pingshan District has accumulated substantial strengths in its biopharmaceutical industry, establishing a comprehensive, full-chain industrial support system. With complete coverage across specialized sectors, the district demonstrates an industrial cluster effect characterized by diversified innovation and collaborative development. Supported by robust infrastructure—including international cooperation networks, talent resources, and public service innovation platforms—the overall industrial ecosystem is thriving, providing strong support for the implementation and growth of corporate innovations.

 

More than 20 companies, including Lepu Medical, Baijian Jiayi, Inno Biological, Zhiyuan Huitu, Xinlian Optoelectronics, Yuanjing Taike, and Particle Huake, participated in this investment conference. The event covered multiple cutting-edge areas in healthcare and life sciences, such as implantable and interventional diagnostic and therapeutic devices, thulium laser therapy, innovative drugs for regenerative signal modulation, AI-driven eye health, microfluidic electrochemical detection, and radiopharmaceuticals.
