HIPAA, fully known as the Health Insurance Portability and Accountability Act, is a U.S. legislation enacted to protect the security of electronic medical data. Currently, there is no official Chinese name for it. In domestic literature, it is generally referred to directly as the HIPAA Act; some refer to it as the “Health Insurance Portability and Accountability Act,” while others use the free translation “Medical Electronic Exchange Act.”
In 1991, the U.S. Department of Health and Human Services (HHS) established WEDI (The Workgroup on Electronic Data Interchange) to study issues related to electronic data interchange. In 1996, President Clinton officially signed the HIPAA Act. In August 2000, HHS released the first set of standards and implementation guidelines, and in December of the same year, it published the privacy protection standards and implementation guidelines for personal health information.
