On the afternoon of October 15, during the 2015 Hangzhou Yunqi Conference, Tongxiang Third People’s Hospital (hereinafter referred to as “Tongxiang Third Hospital”), Hangzhou Lianzhong Medical Technology Co., Ltd. (hereinafter referred to as “Hangzhou Lianzhong”), and Alibaba Cloud Computing Co., Ltd. (hereinafter referred to as “Alibaba Cloud”) signed a tripartite strategic cooperation framework agreement. This collaboration aims to jointly build Tongxiang Third Hospital’s global imaging “Cloud Healthcare” system.

Tongxiang Third People’s Hospital is a benchmark pilot hospital for the construction of new-type primary healthcare institutions in Zhejiang Province. It is located in Wuzhen, a China 5A-level tourist town and the permanent venue of the World Internet Conference. Currently, Wuzhen receives over 6 million domestic and international tourists and conference attendees annually. Tongxiang Third People’s Hospital not only provides daily medical care for local residents but also assumes responsibility for medical treatment and emergency services for visitors and participants from around the world. During last year’s World Internet Conference, a Sri Lankan attendee suddenly fell ill and insisted on receiving treatment under the guidance of his private physician, posing a significant challenge to the hospital.

Subsequently, Tongxiang Third Hospital began to consider how to build a remote mobile healthcare platform on the existing foundation, achieving international interconnectivity and mobility in diagnosis and treatment, thereby ensuring proper handling of various medical needs, including remote mobile healthcare. This precisely aligns with the original intention behind the collaboration among Tongxiang Third Hospital, Hangzhou Lianzhong, and Alibaba Cloud.

Hangzhou Lianzhong specializes in the development and construction of medical imaging "cloud" systems. Its independently developed global medical imaging "cloud" platform has realized the mobile diagnosis and treatment model envisioned by the three hospitals in Tongxiang. After registering for an appointment online, patients can submit their medical history, physical examination findings, and laboratory test reports. All examination data are then packaged and sent to specialist physicians via the internet platform, much like sending and receiving emails, thereby eliminating constraints of time and location.

Through the global imaging “Cloud Healthcare” system platform, cloud-based transmission, storage, sharing, and application of comprehensive medical data can be achieved. Medical experts can leverage their fragmented time to provide services to patients via GlobalImaging.com (web portal) and YiShiJie (mobile app), enabling them to access dynamic imaging studies and perform professional interpretations anytime, anywhere. Backed by its robust computing capabilities, Alibaba Cloud provides a solid foundation for the real-time cloud storage of medical data centered on medical imaging, while offering wartime-level commitments to ensure the security of healthcare data.

Consequently, Tongxiang Third People’s Hospital will begin to develop functional systems including a mobile network hospital platform, a mobile PACS platform, a mobile remote consultation platform, a mobile clinical teaching platform, and a mobile doctor-patient health consultation platform. In the future, the global imaging “cloud healthcare” system platform will effectively connect physicians worldwide, facilitate joint consultations, address patients’ specialized medical needs, reduce healthcare costs, and improve both the quality and accessibility of medical care.

About the Global Imaging Cloud System

Global Imaging “Cloud Healthcare” System is an internet-based medical service platform centered on medical imaging, featuring functions such as massive real-time cloud storage of images, mobile PACS, imaging consultation rooms, virtual clinics, case data archiving, and remote report diagnosis and review. The system establishes an interactive platform for hospitals, healthcare professionals, and patients. Supported by Alibaba Cloud, the Global Imaging “Cloud Healthcare” System provides unrestricted access interfaces, computing power, and storage capabilities for medical auxiliary resources, regardless of time or location. By implementing multi-site data backup and cloud-based sharing, it breaks down the traditional “information silos” in healthcare.
