▍ Conference Background:
This year, the State Council successively issued the “Guiding Opinions on Actively Promoting the ‘Internet Plus’ Action” and the “Outline for Promoting Big Data Development.” To foster a fair, inclusive, convenient, and efficient public service system and to continuously meet the people’s growing personalized health needs, the role and significance of “Internet Plus Healthcare” and healthcare big data have garnered increasing attention from the government and society within the policy frameworks and plans for “Deepening Healthcare Reform” and “Healthy China.” These elements will serve as the core of informatization construction for population health during the 13th Five-Year Plan period.
In recent years, the development of health and medical informatization in China has been booming, with related technologies advancing rapidly. Innovative applications of emerging information technologies—such as mobile internet, cloud computing, big data, the Internet of Things (IoT), and smart terminals—have permeated various business domains and levels. Electronic health records and health management services have reached countless households, while health and medical apps have proliferated at an unprecedented pace. However, the rapid growth of medical and health data has increasingly burdened healthcare institutions’ information systems. The emergence of new “information silos” has become more severe, posing significant risks to information security and raising concerns about sustainable development.
To scientifically advance the demonstration of health and medical big data applications, formulate policies and strategies to promote such applications, facilitate the lawful and orderly opening of health and medical big data, and promote data integration and information sharing, it is necessary to research and establish development concepts as well as an application support and assurance environment for interconnected, open, and shared health and medical big data. This will drive the application and value extraction of health and medical big data, develop a data-driven health and medical service system, and thereby comprehensively enhance the level of health and medical services and management in China, accelerate progress in medical research and education, and foster innovation and industrial development in mobile health and smart healthcare.
To strengthen cooperation and synergy among government departments, and to promote the deep integration of information technology with healthcare institutions and professionals, while jointly exploring ideas and methods for innovative development, the “2015 China Healthcare Big Data Summit” will be held in Beijing on November 28–29. Themed “Openness, Transformation, and Development,” the summit will invite leaders, experts, and senior executives from regulatory authorities, research institutions, healthcare providers, leading enterprises, and market research firms to engage in in-depth discussions on key issues related to the construction and development of healthcare big data, including data openness, technological and application demonstrations, business models and value creation, interoperability, as well as standards and security.
