Integrating Resources, Forging Strategic Alliances

As the New Year approaches, a dizzying array of successful funding rounds in mobile health floods the news, exuding an air of lavish spending by investors. The future market is sure to become a fiercely competitive battleground where only the strongest survive.

Looking back at 2015, it must be acknowledged that it was a year marked by frequent mergers and acquisitions in the internet industry. In the mobile health sector, instances of capital reconciliation also occurred. Although these events did not attract significant attention, they provided ample room for speculation regarding changes in the mobile health landscape in 2016. For example, in September 2015, Xiao Dou Miao, an app tool focused on “Internet + vaccination,” announced its integration with its direct competitor, Yi Miao Bao.

Xiaodoumiao, developed by Shenzhen Sandairen Technology Co., Ltd. (hereinafter referred to as “Sandairen”), has currently expanded its business coverage to more than 20 provinces and municipalities directly under the Central Government, serving over 20,000 vaccination clinics. With more than 1 million real-name registered users, it is a baby vaccination management tool with a substantial user base in China, providing services to children across the country.

Wu Guanjiang, founder of the third generation, stated that the rapid breakthrough was achieved because Premier Li Keqiang’s “Internet Plus” concept, introduced during last year’s Two Sessions, raised awareness among CDC leaders across various regions. Seizing this favorable policy momentum, Xiao Dou Miao significantly accelerated project implementation. From the perspective of disease control and prevention authorities, Xiao Dou Miao aims to revamp vaccination processes with a focus on serving, facilitating, and benefiting the public, thereby improving children’s vaccination experience; hence, it has received strong support from CDC departments.

The strategic alliance between Xiao Dou Miao and Yimiao Bao will integrate markets, resources, and talent, laying the foundation for a nationwide footprint and establishing a comprehensive vaccination ecosystem. Previously, Yimiao Bao primarily focused on South China, while Xiao Dou Miao mainly covered the rest of the country. The integration of their resources undoubtedly creates complementary advantages and mutual support.

The integration of Xiao Dou Miao and Yi Miao Bao has also advanced the strategic cooperation between San Dai Ren and Jinweixin (Shenzhen Jinweixin Information Technology Co., Ltd.). As a leading provider of immunization program information systems, Jinweixin has specialized in the digitalization of immunization programs for nearly 20 years. Guided by shared ideals and convictions, both parties are actively promoting the nationwide implementation of “Internet+ Vaccination,” thereby enhancing their competitive advantage in the future.

Sowing Seeds Across China

Why the name “Xiao Dou Miao” (Little Bean Sprout)? Wu Guanjiang told VCBeat that vaccine-related terminology is often highly obscure. As an internet application, it needed to break from traditional conventions by adopting a name that is both engaging and positively connoted. Thus, “Xiao Dou Miao” was chosen: it symbolizes new life, conveying a sense of warmth, playfulness, and cuteness. Moreover, as a vivid and imagery-rich term, it is easy to recognize, remember, and pronounce, facilitating friendly and effective dissemination.

In fact, the founders of Xiao Dou Miao all come from listed biological products companies and have 20 years of experience in disease prevention and control and the vaccine industry. Therefore, compared with peers, Xiao Dou Miao has more sufficient national resources and a deeper understanding of the industry. These two fields are very professional and highly segmented. Pure Internet companies find it difficult to penetrate the core areas of traditional businesses, facing significant risks. They can only fight peripheral battles, starting from consulting or payment, and find it hard to truly meet needs, create real disruption, and achieve rapid development to quickly occupy the market.

Moreover, unlike the traditional approach adopted by many startups—where they gradually refine their product, achieve results in a limited scope, and then seek financing—Xiao Dou Miao decided from the outset to deploy nationwide. It selected pilot areas in each province, and upon successful trials, gradually expanded coverage across the entire province. Wu Guanjiang explained that migrant children in China often move from less developed to more developed regions. Since vaccination services must be child-centered to help address the management challenges of immunizing migrant children, it is essential to leverage internet technology to achieve nationwide coverage.

Specifically, it leverages existing advantageous resources by first collaborating with local Centers for Disease Control and Prevention (CDCs) to achieve nationwide coverage of vaccination clinics and hospitals across all provinces in China. This approach ensures high-quality service support for outpatient physicians, whose positive word-of-mouth helps attract users. Once a substantial user base is established, this momentum feeds back to encourage clinics to adopt Xiaodoumiao’s system, creating a virtuous B2B2C cycle that continues to expand. This strategy has been a key factor in Xiaodoumiao’s rapid growth since its launch in October 2014, enabling it to cover more than 20 provinces and municipalities directly under the central government, serve over 20,000 vaccination sites, and accumulate millions of users within just over a year.

“We are the only application in this field that is truly usable. We have effectively bridged the B-side and C-side, integrated with vaccination physicians’ daily practice, embedded into their workflow, established a true closed loop, and reduced information asymmetry,” said Hu Xin, Product Director of Xiao Dou Miao, in an interview with VCBeat.

Internet+ Vaccination: Reconstructing the Industry Ecosystem

The Xiaodoumiao vaccination management app is designed primarily to help young parents navigate the challenges of infant immunization, thereby streamlining the vaccination process and enhancing the overall experience. Previously, parents often lacked clarity on vaccination schedules, found it inconvenient to consult physicians, and faced long queues at clinics during peak hours, resulting in time-consuming and unsatisfactory experiences. Meanwhile, healthcare providers were overwhelmed by patient volumes during peak periods, leaving them with little time to address parental concerns. Under pressure to meet key performance indicators such as vaccination coverage and timeliness rates, they also struggled to efficiently notify parents or identify and rectify missed doses. These are common pain points in traditional immunization services.

Nowadays, leveraging internet technology can break the deadlock of information asymmetry by connecting parents, doctors, and disease control centers in real time, making vaccination more proactive and efficient. After downloading the Xiaodoumiao app, parents only need to bind their child’s code to synchronize the child’s vaccination records, providing a clear overview of their vaccination history. Additionally, the app sends reminders for scheduling the next vaccine dose. Online appointments can be scheduled for specific time slots on the vaccination day. Upon successful booking, parents receive an appointment number, allowing children with an appointment number to receive priority vaccination during their designated time slot, thereby avoiding long queues.

Currently, Xiao Dou Miao is committed to alleviating the burden and pressure on both doctors and parents, saving labor and time costs while enhancing satisfaction for both medical providers and patients. Additionally, it supports disease control centers in implementing refined management of vaccination programs, thereby improving the overall service experience and efficiency of vaccine administration. “Years of experience have shown that the vaccine industry involves highly specialized divisions of labor. Only by mobilizing the enthusiasm of all four stakeholders—disease control centers, community hospitals, vaccination physicians, and children’s guardians—can the market thrive and expand,” said Wu Guanjiang.

In fact, Alibaba, a tech giant, also entered the emerging market of “Internet + Vaccination” last June. However, its model was limited to payment services. Similarly, DXY.cn, which is backed by Tencent, only offers vaccine-related information consultations through its Dingxiang Doctor app and lacks an appointment scheduling function for vaccinations. Facing increasing competition in the industry, Xiaodoumiao views this as a positive development. In the early stages, the company welcomed the participation of major players like BAT (Baidu, Alibaba, and Tencent), believing that their brand influence could accelerate public awareness of the sector and thus drive market growth more rapidly. On another level, the industry is subject to strict legal regulations and technical standards, meaning that any entity seeking to enter the vaccine field must have a deep understanding of its core nature. Therefore, leveraging its years of specialized experience, Xiaodoumiao will pursue gradual, immersive reforms rather than attempting a revolutionary overhaul of the existing framework, which it considers impractical.

Wang Yumei, Managing Director of Huatai Securities Research Institute, publicly stated at the “New Models for Vaccination Management in the Mobile Internet Era” symposium held in Beijing in October 2015 that “Internet Plus Healthcare” and “Internet Plus Vaccination” would not be achieved overnight; rather, they represent a gradual transformation process. In this long-distance race, only practitioners who possess a deep understanding of the industry and are firmly rooted within it will ultimately prevail.
