On the morning of March 5, the Fourth Session of the 12th National People’s Congress opened in Beijing. Following the opening ceremony, Li Bin, Director of the National Health and Family Planning Commission, accepted a joint interview with reporters at the “Ministers’ Corridor.” Li Bin stated, “I would like to thank that young woman, whose outspoken post online denouncing scalpers helped drive progress in resolving this long-standing and difficult issue.” Li Bin noted that the scalper problem is fundamentally rooted in structural contradictions within the healthcare system and requires coordinated rectification efforts with public security authorities. Beijing, Shanghai, and Guangdong have all taken action; it is essential to maintain strong enforcement pressure while genuinely implementing real-name registration for appointment scheduling.

Li Bin specifically pointed out that the issue of ticket scalpers is, at its core, a reflection of deep-seated structural contradictions in the healthcare system, which also represents a key direction of China’s healthcare reform.
