Medical Big Data Sector Welcomes New Player: Diaolong Data Approved for Listing on NEEQ

Recently, the medical big data sector has welcomed a new player. Wuhan Diaolong Medical Data Services Co., Ltd. (hereinafter referred to as “Diaolong Data”), which specializes in providing big data analytics services for the healthcare industry, has been approved for listing on the National Equities Exchange and Quotations (NEEQ), also known as the “New Third Board.”

Diaolong Data was established in May 2000, specializing in big data analytics services for the healthcare sector. Its core product portfolio comprises three major lines: Hospital Operational Process Management Systems, Hospital Decision Support Systems, and Medical Data Interchange Systems, which are deployed across medical institutions at all levels, medical research organizations, and healthcare administrative bodies.

The company’s actual controller is Luo Bin, who controls 83% of the voting rights of the company’s shares through direct or indirect means. As of the date of signing the Public Transfer Statement, the company had a total of 37 employees, including 25 technical and R&D personnel, accounting for 67.57% of the total workforce.

The Company’s current revenue scale is relatively small. According to the Public Transfer Prospectus, the Company’s operating revenues for January–August 2015, 2014, and 2013 were RMB 3.67 million, RMB 3.00 million, and RMB 2.34 million, respectively.

Among the company’s three major product lines, the Hospital Operations Process Management System specifically comprises four subsystems: Medical Record Statistics Management, Health Statistics Information Network Direct Reporting and Analysis for Decision-Making, Hospital Collaborative Office Platform, and Hospital Mobile Office Platform.

The Hospital Decision Support System comprises two components: a Big Data Integration Platform and Specialized Medical Data Analytics. The former integrates the Diaolong HBI Platform and the Diaolong HBI-Report Data Analysis Design Platform, while the latter encompasses eight systems, including comprehensive monitoring of hospital operational indicators, hospital infection surveillance, nursing quality and safety assessment, single-disease quality management analysis, antimicrobial stewardship monitoring, clinical blood use quality control, surgical anesthesia safety and quality monitoring, and hospital service capability level evaluation.

In addition to the three major systems, Diaolong Data has also developed a medical data sharing platform. This platform collects medical record face sheet data, outpatient diagnosis and treatment data, and economic operation data from county-level medical institutions within the region, thereby achieving unified management of data from these institutions and facilitating data sharing with relevant departments. Building upon the 2011 version of the medical record face sheet issued by the former Ministry of Health, the platform has added 274 monitoring items (such as patient falls from bed), 46 outpatient data items, and 56 hospital economic operation data items. By leveraging data mining tools, the platform provides intuitive, visualized, and refined analytical results in the form of graphs and reports to support hospital management, monitoring, and evaluation.
