The State Council has designated tiered diagnosis and treatment as a key priority in healthcare reform. Among the major tasks outlined by Premier Li Keqiang in this year’s Government Work Report is the initiation of pilot programs for tiered diagnosis and treatment in 70% of cities. At this year’s “Two Sessions,” Li Bin, Director of the National Health and Family Planning Commission, stated regarding the use of “Internet Plus” to enhance diagnostic and treatment capabilities: “We must vigorously develop telemedicine. Through the internet, we will establish telemedicine partnerships between large hospitals and primary care institutions, and leverage ‘Internet Plus’ to expand channels for public consultation with physicians.”

Western China suffers from a relative scarcity of high-quality medical resources, forcing patients to incur higher costs when seeking care in major hubs like Beijing and Shanghai, where such resources are concentrated. The western region is where the implementation of tiered diagnosis and treatment is most urgently needed. The cornerstone of this system is primary care at the grassroots level, aiming to ensure that serious illnesses can be managed within the county or provincial boundaries. The key to sparing patients the burden of arduous travel lies in deploying top-tier medical experts to these underserved areas.

It is reported that Haodf Online Smart Internet Hospital will feature four key characteristics, benefiting three categories of patients. The features include:

1. Access to High-Quality Specialists: Convenient access to diagnosis and treatment from 100,000 high-quality medical experts across China. The Haodf Online platform boasts abundant expert resources and can also connect with premium international medical specialists from countries such as the United States, which will play a significant role in rapidly enhancing healthcare service capabilities in western China.

II. Tiered Diagnosis and Treatment Makes Healthcare Accessible: Minor ailments are diagnosed and treated online, while serious conditions are managed through online consultations, making healthcare no longer difficult to access. Patients requiring follow-up visits can receive online medical services through internet hospitals, enhancing the convenience of seeking medical care. Patients with complex or critical conditions can undergo remote consultations via internet hospitals, with national experts brought in to provide on-site services at local hospitals, enabling patients to access high-quality medical expertise from across China right at their doorstep.

III. Precise Matching to Enhance Efficiency: Accurately analyze patient conditions and efficiently and reasonably assign them to online consultation rooms.

IV. Supporting the "Belt and Road" Initiative in Central and Western China: Introducing Experts from Beijing, Shanghai, and Guangzhou to Central and Western Regions. Based in Yinchuan and extending its reach across central and western China, the initiative leverages advanced internet technologies to optimize the allocation of expert resources from Beijing, Shanghai, and Guangzhou to regions in central and western China with relatively scarce medical resources.

Three Types of Patients Can Improve Their Medical Experience Through Internet HospitalsFirst, patients requiring specialist consultations. For example, patients in Yinchuan can undergo initial diagnosis at community health service institutions. When a specialist consultation is needed, they can connect with expert resources on Haodf Online through telemedicine systems. Based on condition severity and tiered diagnosis and treatment principles, they are matched with appropriate physicians for remote consultations, thereby accessing high-quality medical services from specialists in Beijing, Shanghai, Guangzhou, and other major cities without leaving their local area.Second, patients with chronic diseases requiring follow-up visits. During post-discharge management, these patients can contact specialists via internet hospitals to receive online consultations and obtain prescriptions locally or through express delivery services.Third, patients with complex and critical conditions that cannot be adequately diagnosed or treated locally. For instance, patients requiring surgery who are unfit for long-distance travel can leverage internet hospitals to bring national medical experts to their local hospitals, enabling them to receive treatment from renowned specialists close to home.

Smart healthcare is a key public-benefit initiative in the development of Smart Yinchuan. It is reported that Haodf Online has secured real-name registrations from 380,000 physicians across 4,800 hospitals nationwide, including 100,000 specialists at the level of attending physician or above. The platform directly provides patients with services such as disease education, medical consultations, multidisciplinary consultations, referrals, and disease management. Furthermore, Haodf Online can integrate high-quality global medical resources from countries including the United States and Germany.

Haodf Online will leverage the Yinchuan Smart Internet Hospital as its platform to onboard all registered medical specialists to Yinchuan, collaborating with grassroots healthcare institutions—including hospitals at all levels in Yinchuan City, community health service centers (township health centers), community health service stations (village clinics), and pharmacies—as well as Tiantian Check-up Hubs. Through this initiative, medical specialists on the Haodf Online smart internet hospital platform will provide remote consultation services to local hospitals in Yinchuan and jointly deliver telemedicine services with these hospitals, enabling patients in Yinchuan and China’s central and western regions to access high-quality medical care closer to home.
