WeChat Fully Integrates with Shenzhen Medical Insurance System Amid Tencent's IPO Filing

On April 22, Tencent signed a strategic cooperation framework agreement with the Shenzhen Municipal Human Resources and Social Security Bureau. The two parties will engage in in-depth collaboration in areas related to government services and public welfare, including talent development, social security, and medical insurance.

Shenzhen Mayor Xu Qin, Tencent Board Chairman and CEO Ma Huateng, and others attended the signing ceremony. Tencent Vice President Wang Bo and Wang Wei, Director of the Shenzhen Municipal Human Resources and Social Security Bureau, jointly signed the agreement.

Under the agreement, Tencent will fully integrate its platform resources—including QQ, WeChat, and Tencent News—with its technical capabilities in cloud computing, big data, and mobile payments. This integration aims to provide technical support and platform access to the Shenzhen Municipal Human Resources and Social Security Bureau in areas such as talent development, employment, social security, and medical insurance, thereby jointly exploring new models of “Internet + Human Resources and Social Security.”

Tencent boasts a portfolio of mobile internet applications with hundreds of millions of active users, enabling the Shenzhen Human Resources and Social Security Bureau to rapidly integrate various public livelihood services into its mobile platform.

Both parties will engage in collaborative development, leveraging products such as WeChat, Mobile QQ, and news clients to deepen their presence in the Shenzhen human resources and social security sector. They will gradually develop mobile-based processing and inquiry services for individual users covering employment promotion, social insurance, labor relations, and talent services, thereby building a comprehensive, full-process mobile platform for Shenzhen’s human resources and social security services. The resulting capabilities will be integrated into WeChat’s “City Services.”

The two parties will also collaborate on mobile payments for medical insurance. In Shenzhen, insured individuals can link their medical insurance cards to WeChat, enabling one-click online payment for both insurance-covered and out-of-pocket expenses at designated hospitals. This integration with the medical insurance system signifies that WeChat has achieved a comprehensive, end-to-end smart healthcare solution.

In addition, the Shenzhen Human Resources and Social Security Bureau will make full use of platforms such as Tencent’s website and WeChat official accounts to further strengthen the publicity and promotion of its policies and services.

Tencent Leverages Technology to Enable Process Reengineering for the Human Resources and Social Security Bureau

It is understood that Tencent will leverage its technological expertise and industry experience in the internet sector to help the Shenzhen Human Resources and Social Security Bureau reengineer the workflows of its internal business systems, expand service channels, and innovate service models. This initiative aims to comprehensively build a high-quality, efficient public service system for human resources and social security that is well-adapted to the internet era.

Tencent will further assist the Shenzhen Human Resources and Social Security Bureau in establishing a private cloud platform to improve the utilization efficiency of infrastructure such as servers and storage devices, thereby enhancing operational efficiency on one hand and reducing operations and maintenance costs on the other, to meet new demands driven by business growth.

In accordance with the requirements of the Shenzhen Municipal Human Resources and Social Security Bureau, Tencent will conduct in-depth analysis and mining of the data accumulated by the bureau, and disseminate the findings to provide rational, science-based data references for government policy formulation.

Following the signing of the “Internet Plus” strategic framework agreement between Tencent and the Shenzhen Municipal Government in June 2015, the two parties have engaged in frequent collaboration. Tencent has subsequently entered into in-depth partnerships with the Shenzhen Municipal State Taxation Bureau, Local Taxation Bureau, Justice Bureau, Housing and Urban-Rural Development Bureau, and Urban Management and Law Enforcement Bureau.

The signing agreement between Tencent and the Shenzhen Human Resources and Social Security Bureau represents a significant exploration of the “Internet + Human Resources and Social Security” initiative, potentially providing a benchmark model and valuable experience for other regions.
