The launch event for this collaboration was held in Guangzhou. Attendees included Liao Xinbo, Inspector of the Guangdong Provincial Health and Family Planning Commission and President of the Guangdong Medical Safety Association; Ouyang Zhiwen, Deputy Director of the Guangzhou Municipal Health and Family Planning Commission; Huang Jianqing, Vice President of Guangzhou Medical University; Liu Jie, District Mayor of Liwan District; and other relevant officials.


Preceded by Guangdong Second Provincial General Hospital, which built its internet hospital on the foundation of a single physical institution, and followed by Wuzhen Internet Hospital, which adopted a purely online model, the wave of internet hospitals has been surging.


At the meeting, the Inspector from the Guangdong Provincial Health and Family Planning CommissionLiao Xinbostated,The Internet can effectively address the shortcomings of traditional healthcare, facilitate the implementation of tiered diagnosis and treatment, and enable the reallocation of medical resources.He further stated that although there are currently numerous mobile health platforms, a long-term approach is needed, making internet hospitals more advantageous. Liao Xinbo believes that the Liwan Qilekang Internet Hospital serves as a model of tripartite collaboration among the government, hospitals, and enterprises. He pays close attention to how the value of doctors and nurses can be realized within this model.


President of the Guangdong Hospital AssociationZeng Guohongstated,Liwan Qilekang Internet Hospital is a government-authorized, self-built internet hospital established by Qilekang in collaboration with the largest Grade A tertiary hospital in Liwan District. Leveraging the “Qilekang Doctor” app as its entry point, mobile internet technology is penetrating every aspect of healthcare delivery with unprecedented depth.Given the positive role of the Internet in improving the efficiency of medical resource utilization, enhancing the safety and quality of medical services, and providing convenience, the Chinese government issued a series of documents and policies in 2014 to encourage and support the development of healthcare informatization.


Professor Zhong Nanshan, Academician of the Chinese Academy of Engineering and Former President of the Chinese Medical AssociationA video was specially recorded to congratulate Liwan Qilekang Internet Hospital. Academician Zhong Nanshan believes that,Internet hospitals have emerged in response to the trend of online healthcare, and Liwan Qilekang Internet Hospital will become a flagship initiative of Guangzhou’s innovative medical services.


Academician Zhong Nanshan noted that in 2015, the State Council proposed promoting internet technology across various sectors. In early 2016, Vice Premier Liu Yandong specifically emphasized at a healthcare reform conference the need to develop internet-based solutions to address issues related to tiered diagnosis and treatment and to promote telemedicine, thereby improving the quality of healthcare reform and enhancing the level of medical diagnosis and treatment from another perspective.

When analyzing the current state of domestic medical services, Academician Zhong Nanshan stated that while medical personnel in Grade II Class A and Grade III Class A hospitals possess a relatively high level of diagnostic and treatment expertise, the standard of care at the primary healthcare level remains comparatively low.


China’s pyramid-shaped healthcare network has begun to take shape at its base, while the middle tier requires substantial strengthening; the apex is already performing relatively well. Optimizing the structure of the healthcare system to ensure timely diagnosis and treatment for patients at the primary care level can save time and improve efficiency, with the internet playing a significant role in this process.


Liwan Qilekang Internet HospitalLeveraging Liwan District Central Hospital as the physical healthcare facility, we will establish a medical consortium in Liwan District. By integrating Qilekang’s physician and patient resources, we aim to connect high-quality medical resources across China with users nationwide, thereby streamlining the entire industry chain encompassing hospitals, physicians, patients, pharmaceuticals, and logistics.“Qilekang Doctor,” the mobile app under Qilekang, will become the sole official application for this project.


Under the guidance of the Guangdong Provincial Government, Guangzhou Municipal Government, and Liwan District Government, Guangzhou Liwan Central Hospital has joined hands with 7LeKang to make a high-profile entry into the sector, providing an additional exploratory pathway for internet hospitals, which are still in their “infancy.”
