According to VCBeat, Sichuan JunYi F&T Technology Co., Ltd. (hereinafter referred to as “F&T Technology”) and Southeast Asia Telecom Group Co., Ltd. (hereinafter referred to as “Southeast Asia Telecom Group”) have entered into a strategic cooperation agreement to build an online remote video medical service platform based on 4G networks in Cambodia. The system development for the project has been completed, and it is currently in the server deployment and pre-launch testing phase, with official operations expected to commence in August.
According to the agreement, Southeast Asia Telecom Group and F&T Technology have collaborated to jointly develop the “online-dr” online remote video medical system, branded under Southeast Asia Telecom. This system is built upon F&T Technology’s telemedicine platform, “Wei Wenzhen” (Micro Consultation), and is tailored to Cambodia’s current healthcare landscape to serve the local population. Users who subscribe to 4G services through any of the more than 400 business outlets established by Southeast Asia Telecom in Cambodia will be recommended by sales representatives to download and use the “online-dr” app. Moreover, preferential data packages will be introduced specifically for “online-dr,” reducing the data costs associated with online medical consultations via the app.
“F&T Technology and the Southeast Asia Telecom Group are leveraging their respective strengths to jointly build the ‘Online-DR’ system into Cambodia’s leading mobile healthcare platform, extending online medical services to every corner of the country and promoting the widespread adoption and development of basic healthcare services in Cambodia,” said Mr. Zhou Congjun, CTO of WeWenzhen.
Southeast Asia Telecom’s deployment of a mobile healthcare system in Cambodia integrates its traditional telecommunications services with medical care, thereby enhancing its core operational competitiveness. Beyond building communications infrastructure in developing Southeast Asian nations, the company leverages mobile internet to comprehensively upgrade basic public healthcare services. The selection of Wei Wenzhen as the partner for Southeast Asia Telecom’s healthcare services division stems from its recognition of Wei Wenzhen’s video consultation model and technology.
The implementation of the Online-dr project has not only laid a user foundation for Southeast Asia Telecom Group’s expansion into the Southeast Asian market, but also enabled Cambodian users to access rapid consultations and video-based remote diagnosis and treatment, thereby reducing cost waste caused by uneven distribution of medical resources. Therefore, this project has received recognition and support from the Cambodian Ministry of Health and the Central Hospital. It will serve as an innovative initiative for the Cambodian Ministry of Health to explore new healthcare service models, accelerate the efficiency of emergency health responses, and enhance the quality of primary healthcare services.
Southeast Asia Telecom Group was established in Singapore in 2014. Its subsidiary, Southeast Asia Telecom (Cambodia) Co., Ltd., is a comprehensive telecommunications operator that has obtained an operating license issued by the Royal Government of Cambodia. The license covers mobile communications (including 4G LTE), Internet Service Provider (ISP) services, Wireless Local Loop (WLL), and Voice over IP (VoIP). The company initiated the construction of a nationwide 4G FDD LTE mobile network, which commenced operations in the first half of 2015, providing high-quality mobile communication services to Cambodia’s population of 15 million.

The integration of telecommunications and micro-consultation services in Southeast Asia represents an innovative initiative that applies telecom operational expertise and mobile healthcare resources to countries in the region. Accelerating the development of telecommunications infrastructure and the adoption of mobile internet in these countries will not only enhance the overseas influence of micro-consultation platforms but also promote the diversified development of local public healthcare services. In the subsequent phase,Building on its successful operations in Cambodia, Southeast Asia Telecom Group will replicate its “communications infrastructure operations + mobile healthcare” model in other Southeast Asian countries.
Following the successful launch of cdoc in partnership with CyberMed and its subsequent entry into the U.S. market, WeiWenZhen has once again expanded overseas, collaborating with telecommunications providers to establish the “online-dr” business segment, thereby supporting the development of telemedicine services in Southeast Asian countries.
VCBeat will continue to monitor WeiWenzhen’s overseas market expansion, gaining in-depth insights into viable models for the international outreach of domestic mobile health brands.
