Integrated Internet Healthcare Service Platform
After two years of both applause and skepticism, Internet-plus healthcare is finally returning to the essence of medical care. On October 22, 2016, the Third “Internet Plus Healthy China Conference,” guided by the National Health and Family Planning Commission and hosted by Health News, was held at the China National Convention Center in Beijing.
Themed “Returning to the Essence of Healthcare, Transcending Traditional Interconnectivity, and Integrating All Forces,” this year’s conference brought together over 100 prominent figures from the healthcare sector, including Mao Qun’an, Director of the Publicity Department of the National Health and Family Planning Commission; Deng Haihua, President of Health News; and Luo Ningzheng, CEO of Jiuyi 160. The event featured one main forum and five sub-forums. Luo Ningzheng delivered a keynote speech titled “Patient-Centered Care: Innovating New Models of Tiered Diagnosis and Treatment to Promote the Healthy Development of Primary Healthcare.”

Internet-Based Tiered Diagnosis and Treatment System to Transform the Status Quo of “Lack of Patient Guidance and Low Physician Engagement”
In his speech, Luo Ningzheng argued that existing tiered diagnosis and treatment models largely focus on two-way referrals between hospitals and community health centers, while neglecting patient guidance and the mobilization of physicians’ enthusiasm, thereby posing challenges to patients’ healthcare-seeking pathways. This is precisely the original intention behind Jiuyi 160’s pioneering “patient-centered” internet-based tiered diagnosis and treatment system, which aims to reconstruct healthcare-seeking pathways, collaboratively guide patients to seek care at primary care institutions, and enhance overall efficiency.

▲Current Tiered Diagnosis and Treatment Model
Previously, hospital presidents have also stated that the "Internet + Tiered Diagnosis and Treatment" model not only facilitates the decentralization of high-quality resources from large hospitals but also enhances the medical service capabilities at the primary care level, thereby improving patients’ healthcare experience. In fact, beyond benefiting patients, the internet-based tiered diagnosis and treatment system also takes into account the interests of physicians, fully mobilizing their enthusiasm.
Luo Ningzheng outlined how the internet-based tiered diagnosis and treatment system addresses pain points for primary care patients by examining five key scenarios in the patient journey. The core functionalities of this “internet-based tiered diagnosis and treatment system” include appointment registration and triage, online referrals, bidirectional referrals between hospitals and community health centers, multi-site practice for physicians, and family doctor services. As a critical link connecting the three ends—patients, physicians, and hospitals—physicians play a pivotal role. In 2016, Guahao 160 intensified its research, development, and innovation efforts focused on physician-side products. The upgraded 160 Doctor platform provides technical support that facilitates the rapid implementation of tiered diagnosis and treatment, enhancing both functionality and service quality.

Notably, the new version of the 160 Doctor app has added a "Peer Referral" feature, while optimizing the content pages for physicians' "Areas of Expertise" and the "Health Management" function for patients. The launch of the Peer Referral feature, in particular, marks a significant leap for 160 Doctor, transforming it from an initial companion product for patients into a specialized platform dedicated to serving physicians. The original intention behind introducing the Peer Referral function was to "help physicians find suitable patients for themselves and their colleagues." Some physicians believe that the significance of "Peer Referral" goes beyond simply moving referrals online; by incorporating "peers" as a prerequisite, it places greater emphasis on physicians' participation and initiative in the tiered diagnosis and treatment process.
Luo Ningzheng stated that 160 Doctors plays an indispensable role in enhancing doctor-patient communication and building physicians’ personal brands.
First, the Jianyi 160 platform boasts over 100 million registered users, 6,000 partner hospitals, and a network of 500,000 physicians. The 160 Doctor service facilitates seamless connectivity and smooth communication between doctors and patients, thereby fostering positive patient word-of-mouth.
Second, Health 160 also helps doctors enhance their academic influence through initiatives such as renowned physician salons, classrooms, and forums.
Third, Health 160 also helps build physicians’ personal brand images by offering private physician services, expert interviews, large-scale branded events featuring renowned physicians, and brand growth programs, all supported by an authoritative platform for collaboration with leading physicians.
Fourth, the 160 Doctor platform has also launched features such as an income toolkit and bounty-based consultations to enhance physicians’ personal earnings. Currently, nearly 1,000 popular physicians are active on the platform, with top monthly incomes exceeding RMB 10,000.
At this conference, Jianyi 160 was also honored with the title of “Invited Partner” and was awarded a plaque by the organizer, Health News Agency, recognizing it as a “Strategic Partner for the Primary Care Medical Internet.”
