
On October 27, the Sichuan Provincial Health and Family Planning Commission signed a strategic cooperation agreement with WeDoctor. The two parties will engage in in-depth collaboration in areas including the development of internet hospitals, the promotion and application of resident health cards, the enhancement of general practitioners’ service capabilities, and the advancement of family doctor contract services, jointly building a “Healthy Sichuan” to benefit the 90 million people of Sichuan Province.
On the same day, Jin Xiaotao, Deputy Director of the National Health and Family Planning Commission and President of the Chinese Society for Health Informatics; Feng Wen, Director of the Population Culture Development Center of the National Health and Family Planning Commission; Zhang Bo, Deputy Director of the Sichuan Provincial Health and Family Planning Commission; Chen Huai, Secretary of the Party Committee of the Sichuan Provincial Government Offices Administration; and other leaders jointly unveiled the plaque for the “Southwest Center of the National Family Health Service Platform.”
Shen Ji, Director of the Sichuan Provincial Health and Family Planning Commission, spoke at the signing ceremony and highly affirmed the innovation of Sichuan Weiyi Internet Hospital. He stated that Sichuan faces a shortage and uneven distribution of high-quality medical resources, with severe scarcity particularly in its 88 key poverty-stricken counties. By leveraging internet technology, Sichuan Weiyi Internet Hospital brings premium medical resources from across China to Sichuan, enabling residents to consult with renowned national specialists without leaving their homes, thereby significantly improving the accessibility of healthcare services. In the future, the Sichuan Provincial Health and Family Planning Commission will collaborate with Weiyi to integrate high-quality physician resources both within and outside the province, aiming to establish a new demonstration center for internet hospitals in Western China.

The unveiling of the Southwest Center of the National Family Health Service Platform is poised to elevate family doctor contracting services and the development of healthcare big data in Southwest China to a new level. Liao Jieyuan, Chairman and CEO of WeDoctor, stated that the Southwest Center will serve as both a contract signing platform and an online education platform for family doctors in Sichuan Province. Leveraging this center, every family doctor in Sichuan will have access to a mobile service platform for patient enrollment, health management, health consultations, and two-way referrals. Each family doctor will also be supported by a team of specialists, gaining real-time clinical guidance and expedited access to green-channel referrals. Furthermore, family doctors will receive online medical training and diagnostic capability coaching from the WeDoctor Academy.
“Through the Sichuan WeDoctor Internet Hospital, primary care physicians have received real-time assistance from specialists, which has enhanced our diagnostic and treatment capabilities and increased patients’ trust in us.” Zhang Xuehui, Director of the Yinchang Township Health Center in Liangshan Yi Autonomous Prefecture, Sichuan Province, was among the first to benefit after the launch of the Sichuan WeDoctor Internet Hospital. She stated that with specialist physicians providing back-end support, there is a reliable guarantee for improving the service capabilities of primary care general practitioners.
As the “Healthy Sichuan” initiative continues to deepen, the vision of enabling all 90 million residents in Sichuan Province to access medical services with a single card will no longer be a distant dream. Building upon the existing Resident Health Card, the Sichuan Provincial Health and Family Planning Commission and Weiyi will jointly promote and popularize the Cloud-based Resident Health Card. This cloud-based card integrates the functionalities of both the municipal citizen card and the medical insurance card, recording health, medical, and demographic information throughout residents’ entire life cycles. Residents can activate the card remotely via their mobile phones, thereby improving activation efficiency and reducing costs. It is estimated that the comprehensive adoption of the Cloud-based Resident Health Card across Sichuan Province will save RMB 1.8 billion in card issuance expenses.
