Active Health Industry Alliance Officially Launched: Sichuan's Healthcare Innovation Enters Deep-Water Phase

On October 27, the Proactive Health Industry Alliance was officially established at the National “Internet + Healthcare” Innovation and Entrepreneurship Conference.


According to reports, the Active Health Alliance is a closed-loop population management system driven by big data, encompassing proactive population screening, prevention, care, and outcome evaluation. It provides residents with human-centric, precise, and personalized health services covering all aspects of the entire life cycle, offers intelligent single-disease specialist services with “cognitive” capabilities, and implements comprehensive quality supervision based on indicators such as service processes, quality outcomes, and patient responsiveness. Meanwhile, it will build a medical big data operation platform and a medical cloud ecosystem, grounded in the construction of medical informatization “high-speed rail,” the integration of active health big data, and the establishment of an autonomous, controllable, and secure system.


Leaders attending the launch ceremony of the Active Health Alliance included Yang Xingping, Vice Governor of Sichuan Provincial People's Government; He Lvzhang, Deputy Secretary-General; Shen Ji, Director of Sichuan Provincial Health and Family Planning Commission; Liu Yuanli, Founding Council Member of the China-US Health Summit; as well as CETC Software & Information Services Co., Ltd. (hereinafter referred to as “CETC SoftInfo”), a subsidiary of China Electronics Technology Group Corporation, which has established strategic partnerships with domestic and international industry giants such as IBM and China Unicom.


Under the Agreement, all parties will jointly establish a provincial-level big data support platform for proactive health, accelerate the translation of scientific and technological innovations in the field of health and medical big data, and promote their integration with innovations in family doctor contracting and tiered diagnosis and treatment systems, thereby providing technological support for creating a “people-centered proactive health service model” suited to China’s national conditions.


At the conference, the Sichuan Provincial Health and Family Planning Commission, the China-US Health Summit Organization, the Sichuan Provincial People’s Hospital, and Proactive Healthcare Management Co., Ltd. formally signed the Strategic Cooperation Agreement on Promoting a People-Centered Proactive Health Service Model. The parties will jointly conduct research on the transformation of health service systems and the development of the health industry based on “proactive health,” carry out comprehensive provincial-level pilots and demonstrations of proactive health service models, promote the transformation of Sichuan Province’s health service system and the development of its health industry, and gradually establish a scalable, proactive health-based health service system with Chinese characteristics.


Meanwhile, the Sichuan Provincial Health and Family Planning Commission, the China-US Health Summit Organization, Dianke Ruanxin, and Sichuan Railway Investment Information Technology Industry Investment Co., Ltd. signed the Strategic Cooperation Agreement on Promoting Big Data for Proactive Health. The parties will jointly establish a provincial-level support platform for big data on proactive health, accelerate the transformation of scientific and technological innovations in the field of health and medical big data, and promote its integration with innovations in family doctor contracting and tiered diagnosis and treatment systems, thereby providing technological support for creating a “people-centered proactive health service model” suited to China’s national conditions.


Reporters learned that since 2012, CETC Softinfo has collaborated with leading international healthcare institutions, including the China-US Health Summit, the University of Utah, the Joslin Diabetes Center at Harvard Medical School, the Southeast Texas Medical Alliance, and the US Veterans Health Administration. Through these partnerships, it introduced the Patient-Centered Medical Home (PCMH) model—a family-based healthcare service approach with over 40 years of development history and successful promotion in North America—and established a sustainable mechanism for translating research on primary care transformation into practice. By integrating advanced international concepts and service models, CETC Softinfo launched a pilot program in Wuhou District, Chengdu, in 2013. The initiative fostered integrated innovations in policy, services, and technology across areas such as tiered diagnosis and treatment, family doctor contracting, health management, chronic disease management, patient activation, and medical insurance cost containment, thereby effectively enhancing the quality and efficiency of health services provided by medical institutions.

Guided by the concept of “whole-person” care and oriented toward quality health management, this approach achieves closed-loop population management encompassing data-driven proactive screening, prevention, care, and outcome evaluation. It provides residents with human-centered, precise, and personalized health services covering the entire lifecycle, offers single-disease intelligent physician services with “cognitive” capabilities, and implements comprehensive quality supervision based on indicators such as service processes, quality outcomes, and patient responsiveness.


In addition, You Xiaoming noted that technological innovation serves as a critical pillar for implementing the Proactive Health Strategy. Built upon the foundation of “high-speed rail”-style medical informatization infrastructure, integration of proactive health big data, and the establishment of an autonomous and controllable security framework, the Proactive Health Strategy establishes a medical big data operations platform and a medical cloud ecosystem. By leveraging technologies such as chronic disease management, the Four Diagnostic Methods of Traditional Chinese Medicine (TCM), Diagnosis-Related Groups (DRGs), and cognitive healthcare, it provides comprehensive support for proactive health, thereby securing a commanding position in technological innovation.
