On January 6, the “Huayi Xincheng” Physician Group, spearheaded by renowned Chinese cardiovascular experts including Huo Yong and Ge Junbo, announced in Beijing that it had secured RMB 100 million in angel investment from three institutions. Following the completion of this angel financing round, Huayi Xincheng also unveiled its latest development roadmap: to provide support to more than 800 county-level medical institutions, conduct competency assessments and certifications for over 6,000 cardiovascular physicians, and sign contracts with more than 3,000 doctors within three years.
Huayi Xincheng Medical Technology Service Co., Ltd. is a physician group initiated and established by leading domestic experts in the field of cardiovascular medicine. Founded in March 2016, its founders include eight renowned cardiovascular specialists, such as Professor Huo Yong, Director of the Heart Center at Peking University First Hospital, and Academician Ge Junbo from Zhongshan Hospital, Fudan University, Shanghai. The establishment of Huayi Xincheng aims to enhance the prevention and treatment of cardiovascular diseases at the primary care level in China. It provides a platform for highly skilled cardiovascular physicians to practice at multiple sites. By integrating and allocating the most advanced medical technologies and human resources from Grade A tertiary hospitals, the company facilitates talent development and technical support for county-level primary healthcare institutions, thereby ensuring that high-end medical expertise truly serves primary care facilities and patients.
Within less than a year from the initiation of preparations to its establishment, Huayi Xincheng has achieved rapid development, completing a series of tasks including product system design and preliminary validation, formation of an expert team, creation of a physician management model, and establishment of the corporate management team. Currently, Huayi Xincheng has formed an Expert Committee comprising 23 renowned authorities and has systematically commenced professional physician recruitment as well as research, signing, and partnership initiatives with hospitals.
Data show that the number of patients with cardiovascular disease (CVD) in China has reached 290 million, meaning one in every five adults suffers from CVD. In addition, there are nearly 100 million individuals at high risk for CVD. Undoubtedly, CVD has become a major public health issue in China. Of particular concern is the fact that since 2000, the incidence of CVD in rural areas has risen rapidly and surpassed that in urban areas, with CVD ranking as the leading cause of death among both rural and urban residents. According to epidemiological survey data, it is unlikely that the incidence and mortality rates of CVD in China will decline over the next decade.
“Reducing the incidence of cardiovascular disease hinges on prevention and primary care-based management,” analyzed Academician Ge Junbo. “Faced with 290 million cardiovascular patients who have a narrow window for emergency intervention and require lifelong rehabilitation guidance, primary care interventions represent the optimal approach to preventing and treating cardiovascular disease.”
Regrettably, the weak medical infrastructure at the primary care level remains a persistent and intractable challenge. Many hospital directors and physicians from primary care institutions have noted that, beyond inadequate hardware facilities, these settings also face deficiencies in talent pipelines, incomplete technical and management systems, and difficulties in patient retention. Moreover, the “fly-in surgeon” model of consultation cannot systematically address the broader issue of institutional capacity-building in primary care hospitals.
“Huayi Xincheng was established with the initial aim of focusing on the development of cardiovascular care systems and enhancing overall standards,” stated Professor Huo Yong at the press conference. “We seek to improve the prevention and treatment of cardiovascular diseases at the primary care level in China, provide a platform for highly qualified cardiologists to practice at multiple institutions, and achieve talent development and technical support for county-level primary healthcare facilities by integrating and allocating the most advanced medical technologies and human resources from Grade A tertiary hospitals. This will ensure that high-end medical expertise truly serves primary healthcare institutions and patients.”
Unlike other general practitioner groups, Huayi Xincheng has chosen to focus on the specialized field of cardiology and target county-level medical institutions. “We aim to enable more medical institutions and clinicians to truly master standardized clinical diagnosis and treatment techniques in cardiology, rather than simply providing high-end medical technologies,” stated Professor Huo Yong. “It is not just about transfusing blood; we must also enhance the grassroots capacity for self-sustained development.”
Professor Huo Yong expressed his hope that the Huayi Xincheng Physician Group would enhance the diagnosis and treatment capabilities for cardiovascular diseases in primary healthcare institutions, ensuring that patients with serious conditions can be treated within their counties; establish high-end offline clinics and online platforms catering to the general public’s needs for cardiovascular disease treatment and rehabilitation; and build a comprehensive service platform for cardiovascular physicians across China, featuring innovation, training, academic exchange, and media promotion.
To achieve this goal, Huayi Xincheng Physician Group has proposed an innovative solution:
First, establish a governance mechanism for human resources in socially-run medical institutions and build a third-party platform for the allocation of medical human resources;
Second, provide a comprehensive assessment of physicians' capabilities to facilitate the establishment of a multi-site practice platform;
Third, in response to the need for building specialized cardiovascular care systems, we provide comprehensive solutions for establishing cardiovascular prevention and treatment systems at primary-level hospitals.

At the New Year press conference, Huayi Xincheng signed professional physician cooperation agreements with Dr. Ding Yansheng from Peking University First Hospital, Dr. Peng Jianjun from Beijing Shijitan Hospital, Capital Medical University, Dr. Wang Risheng from Beijing Tongren Hospital, Capital Medical University, and Dr. Dong Jing from the Second Affiliated Hospital of Shaanxi University of Chinese Medicine. Building on the aforementioned solutions, Huayi Xincheng will provide these contracted physicians with comprehensive resource support in the future, including platforms for multi-site practice, competitive compensation, robust career development safeguards, and practice risk management. This initiative aims to enable physicians to build their personal professional brands, enhance their value within their respective disciplines, and engage in exchanges and collaboration with leading experts in their fields to achieve mutual growth.
Following the completion of its angel round financing, Huayi Xincheng also unveiled its latest development roadmap, outlining goals for the next three years. Among these, the most closely watched targets include: providing support to more than 800 county-level medical institutions, conducting competency assessment and certification for over 6,000 cardiovascular physicians, and signing contracts with more than 3,000 doctors.
