It is reported that on March 16, the Sichuan–Fortune Global 500 Companies Matchmaking Conference was held in Beijing. The event was attended by representatives from more than 60 Fortune Global 500 companies, other renowned overseas enterprises, and leaders of foreign chambers of commerce and industry associations.

 

At the matchmaking meeting, Wang Dongming, Secretary of the Sichuan Provincial Committee of the Communist Party of China, delivered a welcome address. He extended a warm welcome to the heads of Fortune Global 500 companies from abroad and all distinguished guests in attendance, expressed gratitude to friends from all sectors who have long shown concern for and supported Sichuan’s development, and invited them to attend the 2017 Sichuan Tour by Well-Known Chinese and Foreign Enterprises, scheduled to be held in Chengdu the following month.

 

In addition, Yin Li, Deputy Secretary of the Provincial Party Committee and Governor of Sichuan Province, also promoted Sichuan’s investment environment and opportunities. What were the highlights of this matchmaking event? How much capital was attracted in total? What promotional effects will it have on Sichuan’s healthcare sector?

 

321 Fortune Global 500 companies have established their presence.

 

Sichuan is a major province in China in terms of economy, science and education, and natural resources. It serves as a strategic link supporting the coordinated development of the Belt and Road Initiative and the Yangtze River Economic Belt, playing a significant role in serving national strategies.

 

Wang Dongming stated that opening up and cooperation are the inevitable path to prosperity and development, while mutual benefit and win-win outcomes are inherent to economic globalization. Sichuan attaches great importance to exchanges and cooperation with Fortune Global 500 companies, adhering to the principle of benchmarking against advanced standards and attracting leading enterprises. By fully integrating the capital, technology, management expertise, and brands of Fortune Global 500 companies with Sichuan’s resource endowments, industrial foundation, and vast consumer market, the province has introduced a number of major projects representing cutting-edge global technologies and a series of advanced management practices, thereby significantly enhancing the level of its open economy.

 

Currently, 321 Fortune Global 500 companies have established operations in Sichuan Province, including 232 foreign enterprises. A large number of major projects have been launched or completed and put into production within a very short period. Sichuan has become a frontier and important window for China’s opening-up and international cooperation, and is accelerating its integration into global economic integration.

 

A signing ceremony for cooperative projects was also held at the matchmaking meeting. Chenghua District of Chengdu signed a cooperation agreement with Perennial Group for the Perennial Pengyi Headquarters Project; Mianyang Science and Technology Innovation Zone signed a cooperation agreement with Shanghai Qiaoboyi Company for the Auchan Life Plaza Project; Meishan Jinxiang Sairui Chemical Company signed a cooperation agreement with DuPont China Group for the pilot production project of biomass furfural; Guang’an City, Shell (China), and Tianjin Haitai Environmental Protection Company signed a cooperation agreement for the comprehensive utilization of rubber resources in Western Guang’an. During the event, a number of additional cooperative projects were signed off-site.The total investment in the signed projects exceeds RMB 20 billion.

 

Perennial Group Invests $500 Million to Build International Health Center

 

Additionally, four cooperative projects were signed on-site at this matchmaking event. Among them, Perennial Group signed an agreement with Chenghua District of Chengdu for the Perennial Pengyi Headquarters Project, marking a further acceleration of foreign investment in Sichuan’s healthcare services sector.

 

It is understood that the Pengrui Li Pengyi Headquarters Project is invested by Perennial Group, a comprehensive real estate and healthcare company integrating asset holding, development, and management, with assets valued at over RMB 20 billion and its global headquarters located in Singapore. Furthermore, Perennial Group has extended its business into China’s healthcare sector by establishing a joint venture to acquire, develop, and manage hospitals and medical service facilities in China.

 

The Pengrui Li Pengyi Headquarters Project is located in Part A1 (International Health and Medical Center) of Longzhimeng Pengrui Li New City, the core area of Chengdu East Railway Station. With an operating area of approximately 20,000 square meters, the project involves the establishment of Chengdu Pengyi Enterprise Management Co., Ltd., which will serve as Pengrui Li Land’s headquarters in China for investment, management, and operation of postpartum care centers.An investment of RMB 500 million will be gradually allocated to establish a high-end, large-scale comprehensive medical institution in the Chengdu area, with a focus on building a world-class premium postpartum care center to deliver professional, internationally standardized medical experiences.

 

The investment in this project is primarily driven by the Chinese government’s lowering of market access barriers for foreign investment in the healthcare services sector, its efforts to establish a more diversified healthcare service system, and the growing demand among China’s middle class for medical health and elderly care services. Drawing on Singapore’s experience in developing medical tourism, Perennial Holdings has launched a plan to build the most influential international integrated medical and health center in Southwest China. This initiative leverages the well-developed transportation network and substantial passenger flow of the Chengdu East Railway Station comprehensive transport hub, as well as the expertise of an Asian professional medical commercial operations management team, and is situated in the Southern Hub Economic Development Zone of Chenghua District.

 

Located on the north side of the West Plaza of Chengdu East Railway Station, the Pengrui Li International Medical and Health Center project covers a land area of 72 mu (approximately 4.8 hectares) with a total construction area of 300,000 square meters. Leveraging the transportation hub capabilities of Chengdu East Railway Station, it connects to the entire nation and integrates throughout Sichuan Province. The project aims to establish the largest and only “premium customized one-stop new landmark for healthy living” in Southwest China, as well as China’s first most comprehensive and influential “international-level medical and health center.” It is projected to serve a population of over one million people in the future.

 

The center comprises two buildings, A1 and A2, and has currently introduced healthcare service industry groups such as Chengdu Baihui Hospital, Guilian Rehabilitation Medical Care, Aidigong Maternal & Child Health Management, and Shengdanfu International Cosmetic Surgery. Among these, Chengdu Baihui Hospital, located in Building A2, is jointly invested and constructed by Singapore’s Parkway Pantai and Perennial Holdings Group, with an expected investment of over USD 200 million. The facility spans nearly 50,000 square meters, offers 350 beds, and serves Chengdu and the central and western regions of China. By introducing Parkway Pantai’s advanced international concepts and management expertise, the project provides comprehensive, high-end medical services meeting international standards for mid-to-high-income populations. Upon completion, the project will further enhance Chengdu’s image as an international metropolis and fill the gap in the international healthcare market across Southwest China.

 

Currently, Chengdu Baihui Hospital is in the phase of renovation and installation of facilities and equipment. It is scheduled to commence operations in the second half of this year, providing comprehensive diagnostic and therapeutic services—including obstetrics and gynecology, pediatrics, cardiovascular medicine, orthopedics, ophthalmology, and internal medicine—to 148 million residents in Chengdu and its surrounding areas.

 

China must establish a diversified healthcare service system. Relying solely on government investment is far from sufficient, and dependence on the “Putian clique” is likewise inadequate, even risking chaos in the healthcare sector. Therefore, it is imperative to introduce more international healthcare service providers.
