Both parties will collaborate to help primary care hospitals achieve integrated diagnosis, treatment, and rehabilitation, assisting them in providing one-stop medical services to local patients. Liu Haiyan, founding partner of Jiuwu Medical, believes that offline operations form the foundation of the healthcare industry and represent a critical area that all healthcare enterprises should prioritize. Since 2014, the government has successively issued documents such as the “Work Plan for Comprehensively Enhancing the Comprehensive Capabilities of County-Level Hospitals,” the “Outline of the National Medical and Health Service System Planning,” and the “Notice on Promoting Pilot Programs for Tiered Diagnosis and Treatment,” explicitly encouraging the gradual promotion of a day-surgery model characterized by division of labor and collaboration among tertiary hospitals, secondary hospitals in collaborative relationships with them, and primary healthcare institutions. As a large Grade A tertiary hospital, the General Hospital of the People’s Liberation Army (formerly known as the Army General Hospital) boasts extensive experience and advanced infrastructure in the treatment of cardiovascular diseases within its Department of Cardiology, which constitutes a key reason for Qingying Medical’s decision to partner with it.

 

On the other hand, the gradual improvement of medical insurance policies has significantly reduced the healthcare burden for urban and rural residents. In 2016, the State Council issued the "Opinions on Integrating the Basic Medical Insurance Systems for Urban and Rural Residents," which clearly mandated the integration of the New Rural Cooperative Medical Scheme (NRCMS) with urban employee and resident basic medical insurance. This integration substantially improved the payment capacity of urban and rural residents for medical services, thereby encouraging them to seek healthcare closer to home.

 

However, most primary healthcare institutions suffer from outdated equipment, inadequate infrastructure, and a relative shortage of medical professionals, making it impossible to establish an integrated system for diagnosis, treatment, and rehabilitation. Following the signing of the agreement, the hardware advantages of the Cardiology Department at the Army General Hospital and the technical expertise of the Fangxing Cardiovascular Physician Group can be fully leveraged to benefit a broad population of urban and rural residents.
