In September 2015, the State Council issued the Guiding Opinions on Promoting the Construction of a Tiered Diagnosis and Treatment System, clarifying that improving the tiered diagnosis and treatment service system should focus on strengthening primary care. It is essential to adhere to the key priorities of ensuring basic coverage, strengthening primary care, and establishing robust mechanisms.
