Pediatric rehabilitation in China remains in its nascent stage, with a substantial service gap; approximately half of the children requiring rehabilitation do not receive intervention and treatment. Pediatric rehabilitation has yet to garner sufficient attention from Chinese families and healthcare institutions, and there is currently no systematic solution for the early diagnosis and intervention of developmental and behavioral disorders in children.
VCBeat has learned that on May 5, Bokang Medical and Capital Medical Group signed a strategic cooperation agreement in Beijing. The two parties announced the joint establishment of Beijing Yingzhi Jingxi Rehabilitation Hospital, a high-end rehabilitation brand under Capital Medical Group, and will work together to build a pediatric rehabilitation brand. Key leaders from both sides attended the signing ceremony, including Cheng Jiayuan, Founder and CEO of Bokang Medical; Yang Zhen, CFO; Yang Yiping, Director of the Investment Department; Xie Ying, Deputy General Manager of the Operations Department at Capital Medical’s Yingzhi Rehabilitation Group; Zhang Fei, President of the Jingxi Campus of Yingzhi Rehabilitation; and Li Legong, Director of the Medical Affairs Department.
Complementary Advantages: Introducing Advanced Swedish Rehabilitation Concepts and Models
Capital Medical Healthcare Industry (Group) Co., Ltd. (“Capital Medical”) was established in 2014 as an investment holding platform for the medical and healthcare industry, with Beijing State-owned Assets Management Co., Ltd. as its controlling shareholder and China Everbright Financial Holdings Asset Management Co., Ltd. as a strategic investor. After more than two years of leapfrog development, it has basically formed a “pyramid-shaped” medical ecosystem, improved the community medical network and comprehensive flagship hospitals, and begun to step onto the global stage.
Beijing Yingzhi Jingxi Rehabilitation Hospital, a tertiary-level specialized rehabilitation hospital under Capital Medical Group, was established in 2013. Located in the central area of Shijingshan District, it is adjacent to the Shougang Basketball Center. With a total investment of nearly RMB 300 million, the hospital covers a floor area of 15,000 square meters and has 200 beds. It serves as a clinical teaching base in China for the University of Southern California (USC), whose programs in Physical Therapy and Sports Rehabilitation have ranked first nationwide in the United States for 16 consecutive years. The hospital’s interior design and construction were completed entirely under the guidance of a professional team from the Gothenburg Rehabilitation Center in Sweden, incorporating advanced environmental management models for rehabilitation hospitals.
The hospital’s design, equipment, and environment are among the most advanced in China’s rehabilitation sector, integrating medical care, rehabilitation, nursing, and technical services into a single facility. By introducing advanced Swedish rehabilitation concepts and models, it provides personalized and continuous rehabilitation treatment and nursing services. Its outstanding medical services have been repeatedly recognized by the National Health Commission as well as municipal and district governments, and it has been designated as a pilot unit for the three-tier rehabilitation medical system at both the national level and in Beijing.

Beijing Yingzhi Jingxi Rehabilitation Hospital
Beijing Bokang Hospital Management Co., Ltd. (hereinafter referred to as “Bokang Medical,” formerly Beijing Jingshoutang Hospital Management Co., Ltd.) is a specialized healthcare service provider integrating medical services, hospital management, and healthcare investment. Guided by its mission to “Share Global Rehabilitation Wisdom,” the company focuses on the rehabilitation medical sector and is committed to becoming China’s leading rehabilitation medical operations and management group.
Bokang Medical’s core competitiveness lies in its management, operations, technology, and team. The company’s core team has an average age of around 35, with comprehensive expertise, extensive experience, a willingness to cross disciplinary boundaries, and a strong commitment to innovation. They possess substantial practical experience and profound theoretical knowledge in hospital management and operations.
As a leading domestic investor and operator in the field of rehabilitation medicine, the company collaborates with the China Rehabilitation Research Center and the Beijing Association of Rehabilitation Medicine, boasting access to numerous top-tier expert resources in China. In particular, in the field of pediatric rehabilitation, it partners with the Department of Pediatric Rehabilitation at Beijing Bo'ai Hospital, which houses the largest pediatric rehabilitation department in China. The company has established in-depth collaborations with multiple institutions across China, accumulated extensive operational and management experience, and earned widespread industry recognition as well as high praise from patients and their families.
Specializing in Rehabilitation for Children with Cerebral Palsy and Autism
It has been learned that public hospitals prioritize the treatment of acute and critical conditions, while lacking sufficient awareness and emphasis on pediatric rehabilitation. This has resulted in a chronic and severe shortage of supplies in terms of personnel, technology, equipment, and services for pediatric rehabilitation.Compared with adults, pediatric rehabilitation involves greater technical and managerial complexity, higher entry barriers, and a severe shortage of medical institutions equipped to provide such services. Currently, the landscape of pediatric rehabilitation providers is mixed in quality; many have limited technical capabilities, and their treatment protocols as well as management and operational practices are highly nonstandard, causing significant distress and financial losses for patients and their families.
Gaps represent potential, and China’s pediatric rehabilitation sector is poised for rapid growth. With a pediatric population of 256.5 million, a substantial number of children in China require rehabilitative therapy each year. Among them, the incidence rate of cerebral palsy in children is approximately 5 per 1,000. Currently, there are around 6 million individuals with cerebral palsy in China, and this figure is projected to increase by another 1 million over the next decade.
Another common childhood condition, autism spectrum disorder (ASD), also known as “autism,” currently affects an estimated 1.5 million children in China. In 2006, China classified autism as a mental disability, thereby including individuals with autism in relevant social support systems. With the gradual improvement of national healthcare coverage and rising household incomes, an increasing number of children with cerebral palsy and autism will receive standardized diagnosis and treatment.
In response to the national healthcare reform policies, such as “decentralizing medical resources” and “tiered diagnosis and treatment,” both parties engaged in extensive communications and mutual evaluations. In light of Bokang Medical’s robust technical expertise and outstanding operational management capabilities in the field of pediatric rehabilitation, Capital Healthcare, after comprehensive assessment, ultimately selected it as a partner to jointly operate the pediatric rehabilitation program.
Under the agreement, both parties will establish a high-level communication mechanism and form a joint working group based on the principles of “complementary advantages and win-win cooperation.” Bocom Medical will assume full management and operational responsibility for Yingzhi Rehabilitation’s Pediatric Rehabilitation Department. Together, they will promote talent development, discipline construction, and departmental growth, while exploring new models in rehabilitation medicine. Their collaborative efforts aim to set a new benchmark for high-end pediatric rehabilitation and develop a mature model for nationwide promotion across China.
Cheng Jiayuan, Chairman of Bokang Medical, expressed strong confidence in the collaboration with Capital Medical Group. He stated that China’s pediatric rehabilitation sector holds immense potential and offers broad prospects. As a leading high-end rehabilitation medical institution and a professional pediatric rehabilitation operations management company in China, the two parties will leverage their respective strengths through this strategic partnership. This alliance will facilitate better resource sharing and mutual growth, jointly build a renowned pediatric rehabilitation brand, and promote the advancement of rehabilitation technologies and the overall development of the rehabilitation industry.
Bokang Medical Independently Develops MotionTracking Posture Capture and Analysis System
This project is also part of Bokang Medical’s three-tier service system. In addition to providing standardized medical services to the general public, it offers differentiated, one-stop, high-quality services tailored to rehabilitation patients with premium needs. Bokang Medical places great emphasis on Yingzhi Rehabilitation’s brand, facilities, and management expertise in the field of rehabilitation. Through this collaboration, the parties aim to jointly define standards for high-quality pediatric rehabilitation medical services and establish a benchmark case.
At the signing ceremony, Bokang Medical showcased its independently developed MotionTracking posture capture and analysis system along with its supporting equipment. This system perceives postural movements through wearable sensors, constructs mathematical models and motion tracking algorithms, and enables fine-grained dynamic capture analysis and quantitative assessment of body posture., compared with traditional optical gait analysis systems, it has no special requirements for the venue, offers a higher cost-performance ratio, and provides more functions and measurement parameters with greater precision, demonstrating broad application prospects in the field of rehabilitation medicine.
Chairman Cheng Jiayuan revealed that in the coming years, Bokang Medical will export its technology and management expertise through models such as new construction, acquisitions, trusteeships, IoT integration, public-private partnerships (PPP), and technical collaborations. The company seeks cooperation with general hospitals and local governments across China in the healthcare sector, providing them with comprehensive holistic solutions for rehabilitation medicine. This strategy aims to facilitate rapid expansion and, together with its self-operated hospitals, establish a “three-tier rehabilitation chain network.”
In the future, both parties will further explore and implement cooperation in areas such as off-site projects and rehabilitation technologies, jointly expand the blue-ocean market for rehabilitation medicine, share global expertise in rehabilitation, and promote the development of the rehabilitation sector through advanced technology and management, thereby benefiting patients and serving the public.
