According to VCBeat, the launch ceremony of Guiyang City’s “Shuangquan Plan” for diabetes prevention and control was held in Guiyang on the afternoon of May 19. Chen Fei, Director of the Guiyang Municipal Health and Family Planning Commission; Jiang Wei, Chairman of Bailin Group; Wang Shaojun, Deputy General Manager of Tencent Medical; and Zeng Mingfa, Chairman of Kangkang Blood Pressure, participated in the launch segment of the event. During the meeting, Chen Fei stated that, driven by the World Hypertension League and the National 13th Five-Year Plan research projects, Guiyang City had initiated its hypertension prevention and control management work on March 30. The implementation of the “Shuangquan Plan” has proceeded smoothly and achieved favorable results. The Guiyang Municipal Health and Family Planning Commission will now incorporate diabetes prevention and control into the “Shuangquan Plan” to build a more robust chronic disease management system.
This launch meeting marks the collaboration between Tencent Healthcare and Bailing Group, together with Kangkang Blood Pressure and the Guiyang Municipal Health and Family Planning Commission, to strengthen primary-level chronic disease prevention and control in Guiyang through an innovative “Internet+” diabetes management model. The parties will jointly implement the Guiyang Model of the “Double-Whole Plan” to build a Healthy Guiyang.

Committed to Building a "Hospital Without Walls": The Kangkang Chronic Disease Management Cloud Platform, as a key support platform for the 13th Five-Year Plan special projects, integrates with the Guiyang Population Health Cloud Platform. By leveraging wearable dynamic blood pressure monitoring devices, it transforms user monitoring data from single-point measurements into continuous data streams for statistical analysis. Combined with cloud-based artificial intelligence, the system analyzes data trends and matches extensive related features to identify patterns in users' physiological fluctuations. Ultimately, based on these data, retrospective analytical studies and prospective diagnostic and therapeutic explorations are conducted to establish a comprehensive, multi-dimensional prevention and control system for chronic diseases.
The “Dual-Comprehensive Initiative” encompasses two key components: comprehensive screening and whole-process management. It has now evolved from a standalone hypertension program into a chronic disease prevention and control system and methodology, represented by hypertension and diabetes. Every enrolled resident can benefit from the “1+4 Contracted Service Model,” which provides collaborative care involving the contracted physician, renowned specialists, physician assistants, and family members/relatives. This model establishes a multi-dimensional framework for chronic disease management, integrating prevention, control, management, and treatment.
“Shuangquan Initiative” has been implemented under the guidance of the Guiyang Municipal Party Committee, Municipal Government, and Guiyang Health and Family Planning Commission. During the pilot phase involving 27 primary healthcare institutions, resident participation has been exceptionally enthusiastic. To date, contracted residents have undergone blood pressure measurements over 760,000 times, with patient compliance increasing by 2.5-fold. More than 30,000 patients with hypertension and other chronic diseases have signed up for the program, a figure projected to exceed 100,000 by the end of 2017. Moreover, an increasing number of community healthcare institutions across Guiyang have expressed interest in joining the Shuangquan Initiative.
In China, the incidence of chronic diseases such as hypertension and diabetes has been rising year by year. According to a 2014 survey conducted by the China National CKD Survey Working Group, the prevalence of hypertension in China reached 29.6%, affecting approximately 300 million people. The prevalence of diabetes among Chinese adults was 9.7%, with a total of 92.4 million patients. Within the broader context of chronic disease management, hypertension and diabetes have become the two most prevalent chronic conditions in China, with the highest number of cases and prevalence rates.
In 2015, Tencent launched the Tang Daifu smart glucose meter, a medical intelligent terminal. Guizhou Bailing will be responsible for the research and development, production, and clinical testing of diabetes-related medications, provide relevant medical devices as appropriate, and offer patients comprehensive telemedicine consultation, management, and diagnostic services. Tencent will establish a big data center for chronic disease users and build software and hardware management systems for chronic diseases. The three parties formed a strategic partnership to jointly create the Guizhou Provincial Diabetes Prevention and Control Information Center, and distributed Tang Daifu smart glucose meters free of charge to diabetic patients in six cities and counties, including Guiyang, Anshun, and Suiyang. They also provide one-stop services for patients and doctors, including “medical intelligent terminals,” “internet financial health insurance,” and “doctor platforms.”
With the addition of Tencent Healthcare, the “Shuangquan Management Platform” represents a strategic upgrade and synthesis of experience derived from the “Shuangquan Initiative Guiyang Model,” while also filling the gap in practical experience for diabetes management within the “Shuangquan Initiative.” Under the guidance of the Guiyang Municipal Health and Family Planning Commission, Kangkang also aims to further deepen its exploration of “Internet + Healthcare” in collaboration with Tencent.
