On July 8, 2017, the “2017 China Research-Oriented Hospital Summit” was held in Shenyang, jointly hosted by the Chinese Association of Research Hospitals, the China Institute of Communications, China Medical University, and Health界 Media; co-organized by the former General Hospital of the Shenyang Military Region of the People’s Liberation Army; and supported by the Liaoning Provincial Society of Communications. The “Internet + Healthy China Summit” was convened concurrently.
Themed “Jointly Strategizing Innovative Development, Jointly Building a Healthy China,” this high-level summit brought together healthcare management leaders and top clinical experts and scholars from across China to collaboratively explore new models, mechanisms, and opportunities in the practice of “Internet Plus Healthy China.”
Leading Experts Discuss Research-Oriented Hospitals
As the founder of the Chinese Association of Research Hospitals, Qin Yinhe, former Deputy Minister of the General Logistics Department of the People’s Liberation Army and Honorary President of the Chinese Association of Research Hospitals, delivered a report titled “Social Reflections on Establishing Research-Oriented Hospitals.” He pointed out that the core social significance of research-oriented hospitals lies in leading and guiding the progress of human health and civilization; their primary social responsibility is to address contemporary challenges in health and safety; and their immediate social obligation is to proactively meet the health needs arising from economic and social development. The core concept of health maintenance in research-oriented hospitals is “upstream shifting.” In terms of cognitive perspective, this entails a shift from a downstream, human-centered view of health to an upstream, ecology-based view of health. In clinical practice, it involves transitioning from a model of treating established diseases to one of preventing disease before it occurs. In scientific research, the focus shifts from later stages of life to early stages, moving from studying disease progression to disease prevention and prediction. In translational medicine, the approach evolves from pure applied research and technological development to integrated basic and translational medical research aimed at source innovation.
Qin Yinhe emphasized that research-oriented hospitals are a product of the 21st century, emerging as a historical inevitability to address the contradiction between medical technology and human diseases. Their mission and responsibilities primarily revolve around three constructions: building a multidimensional prevention and control system in response to changes in the spectrum of human diseases; establishing a translational medicine system that integrates clinical practice with scientific research; and developing a technological R&D system for pharmaceuticals and medical devices targeting chronic diseases and emerging infectious diseases.
He believes that research-oriented hospitals need to construct a new medical model featuring integrated interaction among basic medicine, preventive medicine, clinical medicine, and rehabilitation medicine; improve a new diagnosis and treatment system with close linkage between disease understanding, prevention, treatment, and rehabilitation; and establish a new pathway for modern medicine to shift its focus from disease prevention and control to full-cycle health maintenance.
From “Strategic Reflections on Establishing Research-Oriented Hospitals” in 2014, to “Philosophical Reflections on Establishing Research-Oriented Hospitals” in 2015, and “Political Reflections on Establishing Research-Oriented Hospitals” in 2016, Minister Qin Yinhe delivered one report each year, thereby making the theoretical framework of research-oriented hospitals more scientific and comprehensive.
Wang Hesheng, Director of the Office of the State Council Leading Group for Medical Reform and Deputy Director of the National Health and Family Planning Commission, expounded on the significance of Healthy China to China’s development at the conference. He analyzed the role of research-oriented hospitals in the construction of Healthy China and provided an interpretation and analysis of the current policies and trends in deepening healthcare system reform.
He pointed out that since the 18th National Congress of the Communist Party of China, efforts to advance healthcare reform have been continuously intensified, achieving significant progress and notable results. By the end of 2016, pilot programs for establishing medical consortia had been launched in 205 prefecture-level cities and above across China; family doctor contract services were implemented in 346 prefecture-level cities, with an overall family doctor contract rate reaching 23.5%, a contract rate of 36.8% among key populations such as patients with chronic diseases, and a resident satisfaction rate exceeding 80% with family doctor contract services. The pilot cities for comprehensive public hospital reforms continued to expand, with 226 cities implementing reforms and abolishing drug markups. The appointment-based consultation rate at tertiary hospitals reached 38.6%; all tertiary hospitals and more than 6,000 secondary hospitals provided high-quality complementary services, and nearly 400 medical institutions established day-surgery centers. The development environment for privately run medical institutions was further optimized, with non-public hospitals accounting for 56% of the total number of hospitals. The number of beds in privately run medical institutions increased by 81% compared with 2011, and their outpatient visits accounted for 22% of the national total.
At the opening ceremony, Wang Faqiang, President of the Chinese Research Hospital Association, outlined the missions of research-oriented hospitals. He emphasized that the development of such hospitals should be integrated into the “Healthy China 2030” strategic plan and aligned with the modern hospital management system, with the aim of establishing the Association as one of the national think tanks for healthcare development.
Su Xiaojun, Deputy Director of the Academic Department of the China Association for Science and Technology (CAST), stated that although the Chinese Research Hospital Association (CRHA), established in 2013 and affiliated with CAST since 2015, is a rising star in terms of its development trajectory, it has made steady progress over the past four years. The association has gained recognition and support from renowned medical institutions and experts across China. Currently, it boasts more than 16,000 members and 84 secondary branches. It has launched the bilingual (Chinese and English) journal *Chinese Research Hospitals* and established eight major awards, including the Chinese Medical Scientist Award. Notably, the association has constructed its organizational framework based on an integrated model combining industry, academia, research, and clinical application. Each professional committee serves multiple functions, such as consultation for complex diagnoses and treatments, guidance on clinical standards, collaborative scientific research, cultivation of young talents, and internet-based medical services, thereby demonstrating distinct characteristics.
Yi Xueqing, Secretary-General of the China Institute of Communications, pointed out that with strong support and guidance from the National Health and Family Planning Commission, the Ministry of Industry and Information Technology, and the China Association for Science and Technology, the China Institute of Communications, the Chinese Research Hospital Association, and other entities have worked closely together to establish the “Internet + Healthy China Summit” as a high-level platform for exchange and cooperation. This initiative has not only made significant contributions to the deep integration of the healthcare and information and communications sectors—often likened to unblocking the body’s two major meridians—but has also become a typical case study.
As a national first-tier academic society dedicated to the exploration and development of research-oriented hospitals, integrating medical services, scientific research, and clinical education, the Chinese Association of Research Hospitals plays an irreplaceable role in advancing hospital-based scientific research in China. In this regard, Hou Mingxiao, former President of the General Hospital of the Shenyang Military Region of the People's Liberation Army, stated that the China Summit Forum on Research-Oriented Hospitals is a prestigious event in the field of hospital management nationwide. It not only provides a broad platform for peer exchange and learning but also serves to drive and lead national healthcare reform, enhance hospital management standards, and advance the Healthy China initiative.
Liu Dianrong, Deputy Director of the Health Bureau under the Logistics Support Department of the Central Military Commission, also stated that, under the correct leadership of President Qin and by seizing the opportunities presented by the national comprehensive implementation of a new round of healthcare reforms and the “Internet Plus” strategy, the Chinese Research Hospital Association has, through 11 years of relentless exploration, established a theoretical guidance system, a standards and regulatory system, a platform support system, and a technological innovation system for research hospitals with Chinese characteristics, thereby becoming an important stronghold for advancing the Healthy China initiative.
As the host, Wang Danan, Director of the Liaoning Provincial Health and Family Planning Commission, welcomed the attendees and introduced the development of medical and health services in Liaoning Province as well as the implementation of healthcare reforms in 2017.
Keynote Presentations Were Brilliant
At the conference, Zhan Qimin, an academician of the Chinese Academy of Engineering and Director of the Peking University Health Science Center, delivered a keynote address titled “Technological Innovation, Precision Medicine, and Big Data.” He elaborated on his understanding of comprehensive health from three perspectives—technological innovation, precision medicine, and big data—and pointed out that internationally renowned research-oriented hospitals meet seven criteria: (1) high-level centers for the diagnosis and treatment of complex and critical diseases; (2) high-caliber medical research programs; (3) high-quality GCP (Good Clinical Practice) centers serving as clinical trial bases for new drugs; (4) high-standard residency training programs; (5) advanced digital healthcare capabilities; (6) modern hospital management with strong cultural heritage; and (7) leading international exchange hubs.
In addition, numerous distinguished guests delivered presentations at the main forum. Han Yaling, Academician of the Chinese Academy of Engineering, former Director of the Cardiovascular Disease Research Institute and Director of the Department of Cardiology at the General Hospital of the Shenyang Military Command of the PLA, presented a report titled “Precision Exploration in Clinical Cardiovascular Research in China.” Wen Deliang, President of China Medical University, and Wang Qian, President of Zhujiang Hospital of Southern Medical University and Chairman of the Professional Committee on Extracellular Vesicle Research and Application of the Chinese Association of Research Hospitals, delivered speeches titled “Strengthening Medical-Educational Collaboration to Comprehensively Enhance the Development of Research-Oriented Hospitals” and “A New Tool for Disease Diagnosis: Current Status and Future Prospects of Extracellular Vesicle Research and Application,” respectively.
The meeting was moderated by Liu Xihua, Vice President and Secretary-General of the Chinese Research Hospital Association, and Zhao Hong, Editor-in-Chief of Healthjie Media.
The conference also presented the China Research-Oriented Hospital Series Awards, including the Chinese Medical Scientist Award, the Outstanding Hospital Leader Award in China, the Outstanding Young and Middle-aged Talent Award for China’s Research-Oriented Hospitals, the Demonstration Hospitals for the Construction of Research-Oriented Hospitals in China, the Demonstration Disciplines for the Construction of Research-Oriented Hospitals in China, and the “Internet + Healthcare Excellent Solutions” award by the China Institute of Communications.
