Since 2004, embarked on entrepreneurship starting from the flip phone era
Andrew Kaboff founded CellTrak in 2004. At a time when only flip phones and candybar phones existed, Andy presciently recognized that mobile devices could be leveraged to enhance healthcare and personal services delivered in home and community settings. This emerging technology offered a solution to the challenges faced by a dispersed workforce providing services in remote areas.

CellTrak Founder: Andrew Kaboff
At the time, even on the most advanced flip phones, only a few lines of text could be displayed in the small screen window. Nevertheless, Andrew, together with his first employee, Steve Wegner, assembled a team comprising software developers and industry experts—including Bill Bourne. They later went on to found Amedisys, which today is one of the largest and most respected providers of home health services, including hospice care and personal care services. This initial team launched the first version of the CellTrak Care Delivery Management solution.
By integrating GPS technology with sophisticated data management capabilities, they developed a dedicated mobile application that encapsulates complex functionalities within an intuitive user interface. This program represented one of the most innovative solutions available at the time for caregivers, administrators, and care recipients alike.
In 2006, Andrew Kaboff and Steve Wegner incorporated CellTrak. That year, Amedisys became CellTrak’s first client, and the efficiency and effectiveness of home care services ultimately began to improve.
Since then, CellTrak has served thousands of care facilities, patients, and investment firms in the United States, Canada, and the United Kingdom, driving improvements in care quality, treatment outcomes, efficiency, and profitability.
6 Major Modules, 5 Core System Components: SaaS Reduces the Burden on Nursing Care and Management

CellTrak’s 6 Core Modules
CellTrak creates bidirectional, real-time connectivity between caregivers, managers, and other home health technology vendors (including EMR systems). This enables care providers to operate more efficiently and effectively, improving both care outcomes and business results. CellTrak customers typically achieve a significant reduction in care documentation and associated manual data entry, lower mileage reimbursement costs by 20–25%, and increase service efficiency by 25%. For vendors, this translates to reduced hard and soft costs; enhanced reliability and accuracy of service delivery; and improved billing accuracy and speed.
The CellTrak SaaS solution comprises six components:
·CellTrak Apps (including EVV - Electronic Visit Verification)
·CellTrak IVR (Interactive Voice Response)
· Home Care and Mobility Specialist Services and Support
· CellTrak Care Team Portal
· CellTrak Operations Team Portal
·HealthLink Interface
6. Work collaboratively to ensure that agency staff, field personnel, and billing staff are equipped with comprehensive tools to deliver efficient and effective care services.
CellTrak currently offers three role-based applications for care agencies to choose from: TimeManager, VisitManager, and CareManager. These apps provide reliable proof of visit for electronic visit verification (EVV) in care agencies; intelligently generate real-time, secure schedules, care plans, and client data to enable automated submission of point-of-care documentation; significantly reduce caregivers’ travel time through electronic time/mileage tracking and shortest-route calculation; and ensure secure communication between caregivers and the home office.
IVR access provides caregivers with a cost-effective option. The EVV (Electronic Visit Verification) alternative is well-suited for caregivers without smart devices, part-time staff, and volunteers, enabling them to accurately capture clock-in and clock-out data through EVV.
data, and allow real-time verification of whether service hours match wages.
The CellTrak Care Team System provides multidisciplinary patient data, including information transmitted from Electronic Health Records (EHRs) and other point-of-care documentation such as forms, photos, assessments, and notes. It enables real-time monitoring of physical status and tracks patient trends and vital signs. The system also offers direct access to the extended care team, facilitating connectivity with physicians, family members, and guardians.
The CellTrak operations portal encompasses roles such as care coordinators, office staff, operational personnel, schedulers, supervisors, and managers. It enables management of client visit documentation and verification while maximizing efficiency. The system provides real-time alerts for delayed visits, missed appointments, and clinical updates. Notably, it features embedded GPS functionality that displays the real-time locations of field staff and clients on a map, allowing for continuous monitoring of field activities and significantly enhancing managerial efficiency.
CellTrak HealthLink interfaces and integrates with systems from 20 leading HIT (Health Information Technology) vendors, including EHRs, authorized EVV vendors, payroll systems, and payment systems. It integrates CellTrak software with back-office systems, transfers client information and schedules from back-office systems to mobile devices, provides care plans, and enables bidirectional connectivity for client data and point-of-care documentation with real-time updates.
