Tencent and CEC Data Forge Strategic Partnership to Build a Secure Healthcare Big Data Cloud Platform

VCBeat News: Recently, the Forum on Information Security and Industrial Development of China's Health and Medical Big Data was held in Chengdu.

 

At the conference, Tencent and China Electronics Data Service Co., Ltd. reached a strategic partnership agreement. The two parties will establish a comprehensive and in-depth collaborative relationship in the field of health and medical big data technology, jointly promoting the integration of health and medical data, clinical decision support, and the development of the health and medical application ecosystem.

 

Over the past decade, policies in the healthcare industry have been favorable, yet challenges persist. The aging population has intensified the burden on the healthcare system, while the scarcity and excessive concentration of high-quality medical resources have led to the long-standing issue of “difficulty in accessing medical care.” Meanwhile, public expectations for the quality of medical services continue to rise. Data-driven smart healthcare and precision medicine are gradually becoming essential needs.

 

Guided by national policies and planning, and in response to the growing demand for big data in healthcare, this forum aims to promote the pilot construction of regional centers and industrial parks for national health and medical big data, comprehensively advance work related to information security and industrial ecosystem development, and ensure that major deployments and key tasks yield tangible results.

 

The Fifth Plenary Session of the 18th Central Committee of the Communist Party of China explicitly proposed to “implement the national big data strategy and promote the opening and sharing of data resources.” To further implement the spirit of the Guiding Opinions of the General Office of the State Council on Promoting and Regulating the Application and Development of Health and Medical Big Data (Guo Ban Fa [2016] No. 47), the National Health and Family Planning Commission established three major health and medical big data group companies, with state-owned capital as the main body, to promote the application and development of national health and medical big data. Among them, the China Health and Medical Big Data Industry Development Group Company, co-founded by China Electronics Corporation, will undertake the construction tasks for the National Health and Medical Big Data Center and industrial parks.

 

To proactively position itself in the big data industry, China Electronics Data Service Co., Ltd., a subsidiary of China Electronics Corporation (CEC), leverages big data and advanced information technologies to provide integrated services for the consolidation, management, application, and operation of big data across key national industries and sectors. As a key constructor of the National Development and Reform Commission’s major “Internet + Healthcare” national project, China Electronics Data has achieved significant breakthroughs in the field of healthcare big data.

The collaboration between Tencent and China Electronics Data aims to promote the application of big data and artificial intelligence, drive technological innovation and implementation in the healthcare sector, enhance the quality and efficiency of healthcare delivery, eliminate information silos, ensure data security, and make high-quality healthcare services accessible to the general public.


The two parties have confirmed that they will collaborate on building a secure cloud platform for the Clinical Medical Data Demonstration Center, jointly establishing a Population Health Network and Information Security Assessment Center, advancing the application of big data in healthcare industry governance, and cultivating data analytics talent.

 

Tencent Vice President Ding Ke stated that many challenges in medical data sharing remain to be addressed: information is fragmented, collection is difficult, and information silos are widespread. The existence of security vulnerabilities increases the risk of attacks on medical big data, indicating significant room for improvement in data security and information security within the healthcare industry.

 

In response to these challenges, Tencent will leverage its capabilities, applying the rich experience and robust expertise it has accumulated in the security sector over many years to future collaborations. Data plus intelligence has always been at the core of Tencent’s cybersecurity strategy. With more than a decade of experience in network security and a vast user base, Tencent has built the most comprehensive security knowledge repository. Products such as Mobile Manager, PC Manager, Security Cloud, and seven major security laboratories have formed an extensive Tencent security network. Furthermore, Tencent has joined forces with public security authorities, China Telecom, and China Mobile to establish an Anti-Fraud Alliance, demonstrating its practical commitment to cybersecurity.

 

Regarding Tencent’s strategic layout and vision for the application of medical big data and security in the healthcare sector, Ding Ke stated that Tencent aims to collaborate with the government and the industry to establish safety standards for medical big data, provide cloud-based data solutions, and promote the translation of applications into practical tools for medical innovation. The company will further focus on infrastructure development, uphold connectivity and cooperation, and strive for mutual success within the ecosystem.

 

Given Tencent’s reserves in security capabilities and its prior endeavors in “Internet + Healthcare,” as well as CEC Data’s forward-looking layout in the big data industry, both parties will fully leverage and integrate their respective advantages in strategic deployment, technical resources, customer base, and business operations within the health and medical sector, to build a win-win, sustainable strategic partnership.


Guided by the national big data strategy, we will jointly expand related service projects in the field of medical informatization, explore a cooperative model and mechanism beneficial to both parties, promote the development of healthcare big data, and innovate new formats of healthcare services.
