Recently, VCBeat (WeChat Official Account: vcbeat) received news that Tencent has signed a strategic cooperation framework agreement with Yilianzhong Information Technology Co., Ltd. (hereinafter referred to as “Yilianzhong”).


According to the agreement,BilateralFang will promote WeChat's mobile online payment services for medical insurance across China, advance in-depth cooperation in the “Internet + Eco-Hospital” business, and explore innovations in medical artificial intelligence. Both parties will actively contribute to building Internet-based payment systems for human resources and social security, healthcare, and medical insurance.


Leveraging Tencent’s WeChat and QQ ecosystems, payment capabilities, extensive data foundation, and mature cloud computing capabilities, as well as Yilianzhong’s leading industry products and technological advantages in human resources and social security, healthcare, payments, social security cards, and self-service terminals, along with its rich industry resources, both parties will fully integrate their respective strengths. With solutions such as “Internet+ Human Resources and Social Security,” “Internet+ Healthcare,” and “Internet+ Industry Payments” as specific points of integration, and aiming to jointly build a leading “Internet+ Industry” system, the two parties will carry out comprehensive and in-depth strategic cooperation.


It is reported that Yilianzhong is the first listed company in China’s public welfare information services industry. By integrating the public welfare information service needs of government, enterprises, and the general public at various levels, and leveraging a comprehensive software and hardware product ecosystem—including social security card services, public welfare industry application software, cloud platforms, and smart terminals—Yilianzhong has gradually established an integrated online-and-offline comprehensive operational service model. The company commands resources from nearly 100 hospitals across multiple provinces, including Fujian, Guangdong, and Hebei, serving over 30 million patient visits annually.


Collaboration details include:


1. Roll out WeChat mobile online payment for medical insurance across China, and jointly promote the optimization and enhancement of payment experiences in sectors such as human resources and social security, and healthcare.


Leveraging the respective strengths of their platforms and businesses, Yilianzhong and Tencent jointly developed a promotion strategy and business model for WeChat’s mobile payment services for medical insurance. They first collaborated to establish a benchmark project in Xiamen, creating a replicable model for rollout across other regions in China. Furthermore, building on their cooperation in WeChat’s mobile payment for medical insurance, the two parties engaged in in-depth discussions and collaboration in areas such as cross-regional settlement of medical insurance expenses, commercial insurance claims payments, and the optimization and enhancement of payment experiences across various industries.


2. Jointly develop business cooperation in Internet+ ecological hospitals


Based on Tencent’s “Internet+” Ecosystem Hospital Solution and leveraging Yilianzhong’s existing partner hospitals and high-quality medical service resources, Tencent contributes its strengths in online social networking, Tencent Cloud, and mobile payments. In alignment with the operational development needs of hospitals, we will continuously innovate and iterate upon the functionalities of Yilianzhong’s current WeChat Official Accounts and Service Accounts, expanding features, optimizing user experience, and enhancing capabilities to better meet patient service demands and support hospitals’ strategic growth plans.


Both parties jointly explore innovative applications in areas such as self-service medical care, the transfer of hospital prescriptions to external pharmacies, the construction of medical consortiums, and direct settlement with commercial insurance. Leveraging the Tencent WeChat public platform, they provide online consultation services, establishing seamless communication channels between in-hospital physicians and out-of-hospital patients to deliver an enhanced online consultation experience.


Meanwhile, it supports the integration of Yilianzhong’s partner hospital services into the WeChat City Services portal, providing the general public with a wider range of convenient public services.


3. Jointly collaborate and explore innovations in medical artificial intelligence


Leveraging Yilianzhong’s data resources and technical expertise in the healthcare sector, as well as Tencent’s advantages in big data mining and application technologies, both parties will jointly conduct research on medical big data and artificial intelligence, including tools for physician education, image recognition, and clinical decision support. For their collaborative projects in big data and AI, Yilianzhong will provide expert guidance and relevant data, while Tencent will contribute its capabilities in big data mining and processing, as well as product design; the resulting outcomes will be shared by both parties.


4. Jointly explore optimized models for business and ecosystem collaboration


Drawing on Tencent’s profound understanding of industry development trends, and using Xiamen Yilianzhong Yihui Technology Co., Ltd., a controlling subsidiary of Yilianzhong responsible for payment operations, as a pilot, this initiative explores the adoption of measures including but not limited to management team coaching, professional operational guidance, business development support, technical architecture advisory, and strategic investment, to guide Yilianzhong’s specialized subsidiaries toward better and faster growth.
