HuSheng Releases Prospectus: A SaaS Platform Ensuring Safe and Efficient Childhood Vaccination Amid Frequent Vaccine Safety Incidents

The most economical, convenient, and effective measure to prevent infectious diseases is vaccination. This isA Globally Recognized Fact. It can be said that the invention of vaccines is one of the most successful innovations in the field of public health and a major contributor to the significant decline in child mortality rates over the past two decades.

However, the distribution and administration of vaccines have not been effectively managed and controlled. In particular, vaccine safety incidents caused by human management factors have occurred frequently, directly leading the public to question the safety of vaccination. This skepticism has even evolved into a crisis of confidence, with the public fearing vaccination and even refusing to bring their children for immunization, resulting in a significant decline in timely vaccination coverage rates.

How to address human-error safety risks in vaccination, prevent human-error safety incidents, gain public trust in vaccination, and improve timely vaccination coverage rates? These are a series of challenging issues facing the public health industry.

In April 2014, Husheng was officially launched.

Husheng is a vaccine vaccination SaaS platform that provides B-side clients with core functional products covering vaccine distribution, supply assurance, end-to-end traceability, vaccination services, and comprehensive regulatory oversight. By connecting with and serving C-side parents of children through the WeChat Official Account platform, it ensures that vaccines are administered to the target population in a standardized, safe, timely, and efficient manner.

Assist vaccine manufacturers, regulatory authorities, and vaccination departments in streamlining and optimizing vaccine distribution, management, and administration processes; enhance management and operational efficiency, improve service quality, reduce management and operating costs, and prevent vaccine safety incidents and doctor-patient conflicts.

I. Standardized Vaccination Monitoring System: By implementing an automated, intelligent monitoring and verification system that operates around the clock, covers all samples, and processes all data, higher-level administrative departments have shifted from conducting simple random-sampling assessments to providing support services for subordinate departments. This transition has significantly elevated both service and management standards compared to previous benchmarks, enabling timely identification of issues and prompt corrective actions. The system ensures full traceability of vaccines by batch number throughout the entire distribution chain—from vaccine manufacturers and Centers for Disease Control and Prevention (CDCs) to vaccination clinics, and ultimately to individual children receiving the vaccinations.

II. The S_CRM system based on the WeChat Official Account Platform connects with parents of children (C-end users) via the platform, providing services such as vaccination record inquiries, vaccination reminders, missed-dose alerts, online consultation and Q&A, vaccination certificate issuance and verification, and emergency management of adverse events following immunization (AEFI). This system comprehensively enhances vaccination coverage, operational efficiency, and service quality at vaccination clinics, while significantly reducing investments in manpower, time, and capital.

3. A vaccine distribution management system that fully complies with the new regulations of the "Regulations on the Administration of Vaccine Circulation" effectively addresses issues related to standardization, safety, loss, and waste in the vaccine distribution process.

From its initial launch in 2014 with a single function for querying vaccination records, the platform expanded in 2015 to include vaccination and missed-dose reminders as well as online consultation services; in 2016, it added vaccine distribution management; and in 2017, it implemented standardized vaccination safety monitoring, achieving full traceability of the entire vaccine supply chain—from manufacturers and Centers for Disease Control and Prevention (CDCs) to vaccination clinics and individual pediatric recipients—based on batch numbers.

After more than three years of refinement, it became the first in the public health services sector to standardize, integrate, and interconnect previously dispersed and fragmented data and systems across various departments based on internal management. By migrating both data and customer relationships to the cloud, it enabled real-time online access for software systems, staff, managers, and parents of children, thereby facilitating management and service delivery. This transformation shifted the focus from internal management-centric operations to a service-oriented model centered on providing support to upper- and lower-level departments as well as parents, ultimately driving the transition from free usage to a willingness to pay.

Currently, Husheng's paying users are mainly distributed across Henan, Shaanxi, Inner Mongolia, Beijing, Shandong, Hebei, and Guangxi. Among themNearly 500 B-side clients, over 100 paying users, and more than 3 million C-side users.

Starting in May 2017, Husheng implemented paid services, with projections indicating that it would achieve break-even and generate a slight profit by the end of the year.
