On the afternoon of November 9, 2017, the Wu Jieping Medical Foundation, in collaboration with LinkDoc Technology and Datang Network, reached a strategic partnership to jointly build the “China Medical Cloud”—aiming to create China’s first medical cloud platform with state-owned official backing. Attending the press conference were Xiao Meng, Chairman of the Wu Jieping Medical Foundation; Xu Liang, Secretary-General of the Foundation; Zhang Tianze, CEO of LinkDoc Technology; Yang Yong, CEO of Datang Network; and Yang Zhongqi, General Manager of the Healthcare Division at Datang Network.
Currently, cloud service infrastructure serves as the primary platform for hosting and operating network information, constituting a critical component of the internet era’s infrastructure. To implement the national strategy for cybersecurity and information security, Datang Network has leveraged the technological advantages of its parent company, China Datang Corporation—a large central state-owned enterprise—in the fields of communications and information security to build a secure and trustworthy “China Cloud” infrastructure and cloud service platform. This platform provides trusted cloud services and big data services to government agencies, financial institutions, and large and medium-sized state-owned enterprises. In 2016, Liu Yandong, then Vice Premier of the State Council, inspected Datang Network’s “China Cloud,” offering high praise and providing guidance and encouragement for its nationwide promotion and future development.

On this occasion, the Wu Jieping Medical Foundation has joined forces with LinkDoc Technology and Datang Network to establish, based on the “China Cloud” infrastructure, China’s first state-backed official “China Medical Cloud”—an infrastructure and cloud platform service tailored to the characteristics of the healthcare industry.

Wu Jieping Medical Foundation, Secretary-General Xu Liang
At the press conference, Xu Liang, Secretary-General of the Wu Jieping Medical Foundation, stated that the foundation would join forces with LinkDoc Technology and Datang Network to establish a communication platform connecting senior experts in clinical medicine, cloud computing, and cybersecurity with the developers of the “China Healthcare Cloud.” Guided by expert insights, this initiative aims to facilitate the practical implementation of the “China Healthcare Cloud” in scenarios such as medical big data development, medical AI, and biomedical research, ensuring it better aligns with the actual needs of physicians and patients, thereby advancing the cause of pharmaceutical, health, and healthcare services.
LinkDoc, equipped with a globally leading artificial intelligence and medical big data platform, will play a pivotal role in building the “China Medical Cloud” by leveraging its core technological advantages in the integration, processing, and analysis of medical big data. Relying on LinkDoc’s advanced medical AI systems and centered on medical big data and AI technologies, the company will develop various medical big data and AI applications that meet market demands, ultimately contributing to the realization of the Healthy China 2030 goals.

Zhang Tianze, CEO of LinkDoc
Zhang Tianze, CEO of LinkDoc Technology, stated that by the second half of 2017, LinkDoc had provided big data solutions to more than 500 Grade III Class A general and specialized hospitals. The company had deeply processed nearly 2 million oncology research-grade medical records, integrated and cleaned over 10 million regional healthcare data entries, and processed more than 10 million medical imaging datasets. Additionally, it leveraged artificial intelligence technologies to assist physicians in clinical research and precision diagnosis and treatment. This achievement has surpassed that of the leading oncology big data companies in North America. Leveraging its core technological advantages in the integration, processing, and analysis of healthcare big data, as well as its innovative R&D in AI, LinkDoc aims to help elevate the global medical standards of Chinese physicians. Furthermore, by supporting the development of drug research and development and the health insurance industry, LinkDoc strives to ensure that every cancer patient has access to affordable and precise medical services.

Yang Yong, President and CEO of Datang Network
Yang Yong, CEO of Datang Network, a next-generation information technology company specializing in big data, artificial intelligence, cloud computing, and mobile internet, stated that “China Medical Cloud” will leverage Datang Network’s technical advantages and core algorithms in information security and artificial intelligence. By integrating AI with medical big data—particularly oncology big data—the initiative aims to build China’s own big data platform for the healthcare sector, develop scenario-based big data cloud services and AI products, harness technology to support China’s future, and empower the sustainable development of China’s health industry through AI. LinkDoc Technology is currently a leading enterprise in China in the fields of artificial intelligence and medical big data. With the support of the Wu Jieping Medical Foundation, Datang and LinkDoc Technology plan to jointly develop, within the next three years, a medical artificial intelligence engine with independent Chinese intellectual property rights capable of competing with IBM Watson in the United States.
