National Health Medical Big Data North Center Officially Launches with Landmark Agreements Signed

On the afternoon of April 27, the signing ceremony to support the construction of the National Health and Medical Big Data Northern Center and Industrial Park, aimed at facilitating the transition from old to new growth drivers, was held at Shandong Mansion.


Ma Xiaowei, Director of the National Health Commission, sent a congratulatory letter. Gong Zheng, Deputy Secretary of the Provincial Party Committee and Governor; Jin Xiaotao, former Deputy Director of the National Health and Family Planning Commission and President of the Chinese Society for Health Information and Medical Big Data; Sun Jiye, Vice Governor; and Wang Zhonglin, Deputy Secretary of the Municipal Party Committee and Mayor, attended the event.


The signing ceremony was conducted in two phases. In the first phase, the National Health Commission signed the “Framework Agreement on Cooperation for Jointly Establishing the Northern Center of National Health and Medical Big Data” with the People’s Government of Shandong Province and the People’s Government of Jinan City. In the second phase, the People’s Government of Jinan City signed the “Cooperation Framework Agreement on the Construction of the Northern Center of National Health and Medical Big Data and Its Industrial Park” with China Health and Medical Big Data Co., Ltd. (in preparation).


At the signing ceremony for Phase I, Gong Zheng stated in his address that the establishment of the National Health and Medical Big Data Northern Center represents a concrete action to study and implement General Secretary Xi Jinping’s strategic thought on becoming a cyber power, as well as a pragmatic measure to advance the Healthy China Strategy. It will undoubtedly have a significant and far-reaching impact on Shandong’s development. The construction of the National Health and Medical Big Data Northern Center in Shandong benefits from favorable timing, geographic advantages, and strong human support. We will cherish this opportunity, concentrate resources and efforts, strive to create a first-class environment, provide high-quality services and comprehensive support, and accelerate the launch of the National Health and Medical Big Data Northern Center to achieve early and substantial results, thereby delivering greater and more tangible health benefits to the general public.


In his address, Jin Xiaotao stated that joint efforts should be made to promote the construction of the National Health and Medical Big Data Northern Center and its associated industrial park. All parties must strictly implement their respective responsibilities and duties to ensure the successful implementation of the Healthy China and Digital China strategies, achieve early results, and take the lead in creating replicable and scalable models nationwide. He emphasized the need to strive to achieve the construction goals of the National Health and Medical Big Data Northern Center and its industrial park, urging provincial and municipal governments as well as all sectors of society to enhance their sense of responsibility and urgency. By unifying thinking, working together in solidarity, and forging ahead with determination, all stakeholders should accelerate the advancement of related tasks. With health and medical big data as the foundation, we must continuously improve public satisfaction, inject new momentum into the development of healthcare services, and foster new drivers for the digital economy, thereby promoting the construction of the National Health and Medical Big Data Northern Center and its industrial park in a robust, orderly, and effective manner.


In his address, Wang Zhonglin stated that the construction of the National Health and Medical Big Data Northern Center and its associated industrial park is a major health industry project implemented under the framework of “national coordination, provincial overall responsibility, and municipal execution.” It also serves as a key catalyst for accelerating the transition from old to new growth drivers in our city. The establishment of the National Health and Medical Big Data Northern Center enjoys strong support from national strategies, and Jinan is well-positioned to undertake this initiative. We are determined and confident in delivering this project successfully. We will prioritize the development of the National Health and Medical Big Data Northern Center, striving to build it into a hub for industry, innovation, and talent. By making it a powerful engine for the transition from old to new growth drivers, we aim to play a demonstrative and leading role in promoting high-quality development and creating a high-quality life in the provincial capital, thereby contributing greater strength to the implementation of the Healthy China strategy.


The signing ceremony for the second phase was presided over by Xu Qun, Member of the Standing Committee of the Municipal Party Committee and Deputy Mayor. Yu Xuejun, Director of the Department of Planning and Information under the National Health Commission, read aloud the Letter of Authorization (i.e., the “Letter on the Assessment Opinions regarding the Pilot Work for the Construction of the National Health and Medical Big Data Center and Industrial Park in Shandong Province and Jinan City”). Lu Jiang, Member of the Standing Committee of the Municipal Party Committee and Deputy Mayor, representing the Jinan Municipal People’s Government, signed the “Framework Cooperation Agreement on the Construction of the Northern Center of National Health and Medical Big Data and Its Industrial Park” with the responsible representatives from the shareholder entities of China Health and Medical Big Data Co., Ltd. (in preparation), namely China Mobile Communications Group Co., Ltd., Inspur Group Co., Ltd., China Reform Holdings Corporation Ltd., and China Pacific Life Insurance Co., Ltd.


Shandong Province and Jinan City have respectively become the first pilot province and pilot city in China to be granted rights and responsibilities by the National Health Commission for the collection, storage, development and utilization, security assurance, open sharing, management, “Internet+” services, and operation of health and medical big data. This signing marks the official entry of the National Health and Medical Big Data Northern Center into the substantive construction phase, making Jinan the first pilot city in China to initiate the construction of a national health and medical big data center.


Shen Changyou, Secretary-General of the Provincial People’s Government, and Mao Huaming, Secretary-General of the Municipal People’s Government, attended the event. Relevant executives from Industrial and Commercial Bank of China, Agricultural Bank of China, Bank of China, China Construction Bank, Shanghai United Imaging Healthcare, and other enterprises; leaders from pilot provinces including Shandong, Jiangsu, Anhui, Fujian, and Guizhou, as well as from pilot cities including Nanjing, Changzhou, Fuzhou, Xiamen, Hefei, and Guiyang; and officials from relevant departments of the National Health Commission, Shandong Province, and Jinan City participated in the event.
