Yinchuan Launches Internet Hospital Regulatory Platform to Enforce Real-Time Oversight

On the morning of May 8, the Yinchuan Big Data Management Service Bureau and the Municipal Health and Family Planning Commission jointly held a press conference to announce the official launch of the Yinchuan Internet Hospital Supervision Platform. Core operations of internet diagnosis and treatment platforms—including operational compliance, hospital qualifications, physician registration, and key clinical activities such as online consultations, triage, prescription issuance, remote consultations, medical record documentation, and medication delivery—will be subject to real-time supervision and control through a combination of “automated verification with early warning alerts and manual intervention.”


The press conference was held at the Yinchuan Municipal People’s Government. Attendees included Wang Chuan, Director of the Yinchuan Big Data Management and Service Bureau; Lei Jing, Deputy Director of the Municipal Health and Family Planning Commission; Zhao Meiping, Director of the Municipal Health Supervision Institute; Liu Chunyang, Deputy General Manager of the Regional Healthcare Information System Product Division at Peking University Medical Information Technology (PKU MIIT); representatives from 15 internet healthcare companies; and more than 20 media outlets.


Since Yinchuan officially launched its “Internet + Healthcare” initiative in 2017, numerous nationally renowned internet healthcare companies, such as Haodafu and DXY, have established operations in the city. Outstanding physicians from Beijing, Shanghai, Guangzhou, and other regions have also joined to practice at multiple sites. To date, Yinchuan is home to 29 internet healthcare companies, marking the initial formation of a corporate cluster.


The Clustered Development of Internet Hospitals Sparks Reflections on Building a Regulatory Platform


Wang Chuan, Director of the Yinchuan Big Data Bureau, provided a detailed introduction to the background and design philosophy behind the construction of the Internet Hospital Supervision Platform.


He pointed out that, leveraging the policy advantages of “pilot and pioneering” initiatives in the Ningxia Inland Open Economy Pilot Zone, and in accordance with the guiding principles outlined in the Guiding Opinions on Actively Promoting the “Internet Plus” Action Plan and the Guiding Opinions on Advancing the Construction of a Tiered Diagnosis and Treatment System, Yinchuan has actively innovated its institutional mechanisms, vigorously implemented an innovation-driven development strategy, and embarked on the exploration of “Internet Plus Healthcare.” This initiative is underpinned by big data and new “Internet Plus” technologies, supported by policy innovation, and oriented toward improving people’s livelihoods.

According to VCBeat, after 29 internet healthcare companies settled in Yinchuan, the total number of doctors registered and filed with Yinchuan through various internet hospital platforms has reached 20,583, cumulatively serving over 7 million patients.


How to strengthen the supervision of internet hospitals, ensure the safety and legality of online diagnosis and treatment, and meet the requirements of policy systems for internet hospitals has become a practical issue. To address this, the Yinchuan Municipal Government has innovated its regulatory model by leveraging information technology to build an internet hospital supervision platform, enabling full-process, comprehensive, and fully automated real-time online supervision of internet hospitals.


Strong Alliance: Internet Hospital Supervision Platform Emerges


From the integration and utilization of the “Smart Healthcare” data platform, to the planning and construction of a five-tier healthcare system, and further to the clustering of “Internet + Healthcare” enterprises and the establishment of an “Internet + Healthcare” hub, Peking University Medical Information Technology (PKU MIIT) has been deeply involved in every stage of Yinchuan’s internet healthcare development. Leveraging its professional technical capabilities, solid customer base, and the abundant medical resources of Peking University Healthcare Group, and under the guidance of the Yinchuan Municipal People’s Government, the Municipal Big Data Management Service Bureau, and the Municipal Health and Family Planning Commission, PKU MIIT participated in the design and development of the Yinchuan Internet Hospital Platform, jointly creating the Yinchuan Internet Hospital Supervision Platform.


Wang Chuan stated that the Internet Hospital Supervision Platform represents a breakthrough and innovation in Yinchuan’s online regulatory model. He pointed out that, leveraging the traceable nature of online diagnosis and treatment activities, and through extensive research and deliberation, the platform regulates internet hospital operations across three key domains: medical services, health insurance, and pharmaceuticals. By implementing pre-event alerts, in-process controls, and post-event traceability, the platform achieves end-to-end supervision. Its comprehensive data coverage enables holistic oversight spanning data, roles, and business operations. Technologies such as big data and medical knowledge graphs are employed to restructure and redefine aspects including medical practices, medication rationality, quality of care, and healthcare expenditures. By establishing various thresholds, the platform achieves automated intelligent supervision and early warning capabilities.


Wang Chuan emphasized that the purpose of regulation is to promote the healthy and rapid development of internet hospitals. In the future, the Yinchuan Internet Hospital Regulatory Platform will further clarify behavioral boundaries, strengthen accountability, enhance regulatory capabilities, and expand the scope of regulation.

Lei Jing, Deputy Director of the Yinchuan Municipal Health and Family Planning Commission, stated in her address that as an emerging phenomenon, “Internet + Healthcare” requires particularly stringent regulation to ensure public health safety and data security. Leveraging the Internet Hospital Supervision Platform, the Yinchuan health authorities will implement a hybrid online-offline regulatory model for internet-based medical institutions, providing comprehensive oversight across pre-approval and market access, ongoing operations, and post-event management.


It is reported that the Yinchuan Municipal Health and Family Planning Commission will further strengthen the management and supervision of telemedicine services provided by internet hospitals and online information platforms established by third-party institutions.

He pointed out that since the regulatory platform entered its trial operation in late 2017, it has integrated with 14 contracted institutions and conducted end-to-end tracking and verification of business data from all internet hospitals. Meanwhile, in advance of formal applications, the platform carries out development and debugging for data integration, guides newly joined internet hospitals to improve their data recording practices, and progressively enhances compliance and usability.


According to VCBeat, the “multi-site practice registration for licensed physicians” service on internet diagnosis and treatment platforms is also being conducted on regulatory platforms.


At the conference, representatives from DXY Internet Hospital and Little Apple Internet Hospital delivered speeches on how to conduct online diagnosis and treatment services under the regulatory framework of the Internet Hospital Supervision Platform.
