National Teams Enter the Arena: The Medical Big Data Industry Welcomes Its Golden Age
Big data applications can be integrated throughout the entire healthcare process, including drug research and development, clinical diagnosis and treatment, insurance payment and commercial insurance design, as well as health management and public health services.
The “Guiding Opinions of the General Office of the State Council on Promoting and Standardizing the Application and Development of Health and Medical Big Data” (Document No. 47), issued in June 2016, clarified that “health and medical big data is an important foundational strategic resource for the country, and its application and development will bring about profound changes to health and medical models.” This document set the tone for the development of health and medical big data. With the further advancement of the “Healthy China 2030” Plan, health and medical big data has indeed become a vital foundational strategic resource for the nation.
To implement the spirit of the CPC Central Committee’s directive on “promoting the application of health and medical big data,” to fulfill the requirements set forth in Document No. 47 issued by the General Office of the State Council, and to advance the development and application of national health and medical big data, three major health and medical big data groups, led by state-owned capital, were officially established in 2017 under the leadership of the National Health and Family Planning Commission. Among them, as the leading group, China Health and Medical Big Data Industry Development Group Co., Ltd. was established under the initiative of China Electronics Corporation.
As a specialized platform company under China Electronics Corporation (CEC) that provides data integration, management, and application services for key national industries and departments, CEC Data focuses on building two core capabilities: “security” and “intelligence.” Meanwhile, CEC Data has been extensively and deeply involved in national projects on health and medical big data and has joined relevant important organizations, serving as a national team member in the development of the health and medical big data industry. Its roles include acting as the entity responsible for the planning, construction, and operation of the National Pilot Project (Fuzhou) for the establishment of National Health and Medical Big Data Centers and Industrial Parks; serving as the sole implementing entity for the National Development and Reform Commission’s key “Internet + Healthcare” project; co-establishing the National Engineering Laboratory for Applied Technologies in Medical Big Data; and holding the position of Secretary-General Unit of the Professional Committee on Industry Development and Information Security under the Chinese Society for Health Informatics and Medical Big Data (also known as the China Health and Medical Big Data Industry Alliance).

Establish Industrial Funds to Co-build a Health Big Data Ecosystem
For a long time, the development of the medical big data industry has been hindered by numerous challenges, such as the integration of data interoperability, data-sharing mechanisms, and data security and privacy. With strong national policy guidance driving the growth of the health and medical industry, leveraging state power in conjunction with industrial capital will effectively address these issues.
In the process of building its industrial ecosystem, China Electronics Data also established the CE Health Fund to create a platform and aggregate data, flexibly pooling and mobilizing resources through investment. In June 2017, China Electronics Data initiated the establishment of the CE Health Medical Big Data (Hangzhou) Equity Investment Fund Partnership (Limited Partnership) and its management company—CE Digital Finance Investment Management (Hangzhou) Co., Ltd., with a fund management scale of RMB 3 billion.
As a key capital link in CEC Data’s ecosystem strategy, the fund focuses on investing in highly relevant sectors radiating from the health and medical data industry, including Fintech, Biotech, artificial intelligence, and next-generation internet technologies.
CEC Health Fund has formulated a “1+1+X” investment strategy. First, the enterprise should be a leader in a single niche within the healthcare sector, with its closed-loop business model beginning to take shape; this constitutes the first “1.” Second, CEC Health Fund will help the enterprise introduce industrial and policy resources to achieve horizontal expansion across sectors, representing the second “1.” Finally, the fund will bring in data resources to collaborate with the enterprise on industrial upgrading, achieving business sharing, benefit sharing, and ecosystem synergy, which is symbolized by “X.”
Therefore, this competition will be open to applicants across China, with seven regional divisions established in Beijing, Hangzhou, Shenzhen, Chengdu, Fuzhou, Wuhan, and Guangzhou. The contest comprises three stages: preliminary rounds, regional finals, and the national grand final. It features three categories in the healthcare sector—“Angel Star,” “Growth Star,” and “Future Star”—as well as a “Basic Data” category in the TMT sector, ultimately selecting high-quality projects from across the country.

Eligible Participants
This competition extensively invites entrepreneurial projects from China’s health and medical sectors that feature technological innovation or business model innovation, as well as pan-data projects in the TMT sector. Technological innovation projects include, but are not limited to, those in the fields of internet, big data, artificial intelligence, data governance technologies, blockchain, Internet of Things (IoT), genetic testing, and smart devices.
Business model innovation categories include, but are not limited to, smart Traditional Chinese Medicine (TCM), TCM herbal decoction pieces, TCM aesthetics, TCM consultations, TCM nursing, TCM big data services, internet healthcare, pharmaceutical retail and distribution, primary healthcare, healthcare informatization, consumer healthcare services, maternal and child health, rehabilitation and nursing care, medical consultation and medication services, health management, health insurance, artificial intelligence, clinical tools, and innovations in various testing services.
Pan-data projects include, but are not limited to, data security technologies, cloud security technologies, algorithms, and computing power. 
(I) Preliminary Round

2. Competition Review: The Organizing Committee shall review and confirm the entries; projects that pass the review will qualify for the preliminary round.
Review Period: May 12–June 26
3. Preliminary Round Evaluation: The preliminary round judging panel will score the participating projects according to the detailed scoring criteria. A secondary comprehensive review will then be conducted based on the score rankings to determine the projects advancing to the regional finals.

(II) Regional Finals
The regional finals were held across seven zones in China—Beijing, Chengdu, Shenzhen, Hangzhou, Fuzhou, Wuhan, and Guangzhou—with thirty projects ultimately selected to advance to the national grand finals.
(3) National Finals
The National Finals of the China Health and Medical Big Data Industry Innovation Conference were held in Beijing, with 30 projects shortlisted for simultaneous pitch presentations. The final selections are as follows:
