Witnessed by Luo Qiang, Mayor of Chengdu; Liu Liedong, Deputy Mayor; and key leaders of the Chengdu High-Tech Zone, Huoshi Chuangzao officially signed an agreement with the International Bio-city of the Chengdu High-Tech Zone to jointly establish a Global New Drug R&D Outsourcing Service Trading Center.

Recently, Huoshi’s wholly-owned subsidiary, Chengdu Huoshi Chuangzao, was officially registered and established. While supporting the construction and operation of the center, Chengdu Huoshi Chuangzao aims to build a big data and artificial intelligence center focused on the life and health sector, serving life and health enterprises in R&D, marketing and sales, and strategic decision-making.

Prior to the official commencement of the signing ceremony, Mr. Yang Hongfei, CEO of Firestone Creation, was enthusiastically surrounded by media representatives. Numerous journalists sought in-depth answers to the following questions: 1) The impetus behind the establishment of a big data and artificial intelligence center for the life and health sector, jointly developed by Firestone Creation and the International Bio-city of Chengdu High-Tech Zone; 2) The strategic positioning of Firestone Creation’s Chengdu branch; and 3) The reasons why Firestone Creation chose Chengdu.

The Rationale for Establishing the Center

Mr. Yang Hongfei stated that the establishment of this center is driven by the current historical context and strong market demand. Following the information economy, the bioeconomy is emerging as a new economic paradigm. Globally, bioeconomies represented by the United States and Europe have gradually taken shape, while China’s bioeconomy is in a stage of rapid development, poised to secure a more prominent position in this round of competition and lead on the global stage.

From the perspective of global bioeconomy development trends, clustered growth is the predominant model. Whether in the United States, Europe, or Israel, enterprises, teams, talent, and technologies tend to concentrate in specific hubs. This has given rise to world-class biomedical industry clusters, such as the Boston area on the U.S. East Coast, the Bay Area on the West Coast, and the Rhine River region in Europe.

If we deconstruct and digitize the development process of the bioeconomy industry in these regions, we will find that they must have done certain things right, creating a fertile ground that ultimately allowed biotech companies, teams, talent, and markets to flourish. This is the result of efficient organizational collaboration and resource sharing.

Current clustered development occurs within specific geographic regions, where human-based organizational synergy creates group effects, thereby stimulating innovation and collaboration to drive exponential growth. This model is particularly well-suited for the development of the bioeconomy, as the bioeconomy is fundamentally a knowledge economy, in which the dividends of knowledge are especially pronounced.

The development of China’s bioeconomy today will, on the one hand, continue to follow the model of clustered development, while also fostering innovation in the process. This innovation lies in leveraging the digital economy to accelerate the growth of the bioeconomy, using big data and artificial intelligence to address challenges in organizational coordination, resource sharing, integration, and communication within the bioeconomy, thereby achieving exponential growth in industrial development.

Positioning of Chengdu Huoshi Chuangzao

Chengdu Company is positioned as the Global Service Center for Huoshi Enterprise Business and the Trading Hub for Innovative Resources in Biomedicine.

Global Business Service Center: On one hand, Huoshi places particular emphasis on the entire process of corporate R&D and marketing; on the other hand, data is also a key element in business operations. Given that Chengdu’s biopharmaceutical enterprises have established a solid foundation in software and talent, Huoshi Chuangzao will base itself in Chengdu and expand its business layout across China and globally.

Biopharmaceutical Innovation Resource Trading Center: The core drivers behind it are, first, rigid demand, with the market placing increasing importance on medical and health services and demonstrating growing purchasing power; second, policy support for industrial development, where initiatives such as ICH, MAH, and Healthy China 2030 have all provided a solid foundation for innovation and growth in the industry.

Furthermore, while innovative biopharmaceutical companies have consistently excelled in R&D, they lack the sufficient strength to support a virtuous cycle across the entire marketing process. Huoshi provides an assessment tool called “Value Arbitration,” through which transactions are circulated on the platform.

Why Did Huoshi Chuangzao Choose Chengdu?

Through continuous communication and exchange with Chengdu Tianfu International Bio-town, Huoshi Chuangzao has witnessed the determination and investment of the Sichuan Provincial Government and the Chengdu Municipal Government in the biomedical sector. Most importantly, they have demonstrated the courage to explore new pathways for biomedical development and to pioneer innovative approaches. Huoshi Chuangzao will collaborate with Chengdu Tianfu International Bio-town to leverage big data and artificial intelligence in building a new hub for the bioeconomy.

Currently, Huoshi Chuangzao has established a preliminary dataset on the global bioeconomy and developed a comprehensive map of the worldwide health industry. By digitizing various elements and organizations within the bioeconomy and leveraging big data and artificial intelligence, we have enabled intelligent matching of resources for bioeconomic development and facilitated online transactions. With Huoshi Chuangzao now establishing its presence in the Chengdu High-Tech Zone, we aim to digitize and bring local biological industry resources online, while integrating global resources to support local industrial growth. This will enhance overall industrial collaboration efficiency and foster new models for the development of China’s bioeconomy.
