VCBeat (WeChat ID: vcbeat) has learned that on May 18, at the “2018 China Health Information Technology and Healthcare Big Data Application Exchange Conference” held in Jinan, Shandong Province, Weiyi Cloud and Yuheng Pharmaceutical signed a strategic cooperation agreement to jointly build a primary care cloud, with its initial implementation deployed in primary healthcare institutions in Heilongjiang Province. This marks the first business-oriented cloud platform targeted at primary healthcare institutions since the launch of the National Healthcare Industry Cloud.

On April 28, the General Office of the State Council issued the “Opinions on Promoting the Development of ‘Internet + Healthcare’,” which proposed actively leveraging internet and artificial intelligence technologies to accelerate the vertical integration of medical resources, facilitate interoperability and sharing of information, and enhance efficient coordination of healthcare services. Currently, primary healthcare institutions in China are confronted with challenges such as low collaborative efficiency and weak service capacity, creating an urgent need to enhance their service capabilities and efficiency through internet, big data, and artificial intelligence technologies.

Dr. Ni Rong, CEO of WeDoctor Cloud, stated that as the most widely applied intelligent medical cloud platform in China, WeDoctor Cloud provides a variety of intelligent medical cloud and medical artificial intelligence solutions to primary healthcare institutions, hospitals, and government agencies. In 2016, the “Heilongjiang Provincial Population Health Information Platform,” constructed by WeDoctor Cloud, achieved deep connectivity with 71 key hospitals and passed the initial acceptance review by national health authorities. “In the future, WeDoctor Cloud will focus on helping primary healthcare institutions achieve data interoperability, deploy its online resources of 220,000 experts and 7,400 expert teams to the grassroots level, and implement AI-assisted diagnostic systems for general practice and traditional Chinese medicine. This will enhance the medical service capabilities and diagnostic testing capacities at the primary care level, benefiting 38 million residents of Heilongjiang Province.”

Zhu Jiman, Chairman of Yuheng Pharmaceutical, stated that as a local enterprise that grew up in Heilongjiang Province, Yuheng Pharmaceutical has developed into a national high-tech pharmaceutical group. Its product portfolio covers more than 20 therapeutic areas, including cardiovascular and cerebrovascular diseases, endocrinology, anti-infectives, the digestive system, and the respiratory system. In Heilongjiang Province, its products are available in over 550 hospitals, more than 700 primary healthcare institutions, and upwards of 300 pharmacies. Looking ahead, Yuheng Pharmaceutical will fully leverage its advantages in product offerings, distribution channels, and organizational supply capabilities. It will take the lead in collaborating with more industry organizations to provide a greater range of medicines to primary care settings, delivering medications to the public at lower prices and through more convenient means, thereby enhancing the medication management capabilities of primary healthcare institutions.

At the signing ceremony, both parties stated that primary healthcare institutions are the foundation for implementing the “Healthy China” strategy. In the future, the two sides will join forces to fully leverage their respective advantages in technology, channels, operations, and pharmaceutical supply, accelerate the deployment and application of the Primary Healthcare Cloud across primary healthcare institutions throughout Heilongjiang Province, establish a successful model for the Primary Healthcare Cloud with Heilongjiang as a pilot, and, when appropriate, replicate and promote this mature model nationwide.
