On May 24, the “Inauguration Ceremony of the Medical Behavior Index Research Center at Shanghai Jiao Tong University and Symposium on Medical Credit System and Integrative Medicine Evaluation” was held in Shanghai. Numerous experts and scholars attended the conference, including Academician Fan Daiming, Vice President of the Chinese Academy of Engineering; Li Luping, Vice President of the China Hospital Association; Xie Qilin, Deputy Secretary-General of the Chinese Medical Doctor Association; Wei Haizhu, Director of the Medical Management Service Guidance Center of the Hainan Provincial Health and Family Planning Commission; Wang Tianxing, President of the Shenzhen Medical Doctor Association; Wang Ying, Deputy Director of the Information and Regular Assessment Department of the Chinese Medical Doctor Association; Huang Kuangshi, Deputy Director of the Population Data Laboratory at the National Health Commission’s Population Development Research Center; Bao Yong, Dean of the National Health Industry Research Institute at Shanghai Jiao Tong University; Li Qingfeng, Vice President of Shanghai Ninth People’s Hospital Affiliated to Shanghai Jiao Tong University; Gu Jianying, Vice President of Zhongshan Hospital Affiliated to Fudan University; and Wang Ting, Deputy Director of the Medical Affairs Department of Beijing Chaoyang Hospital Affiliated to Capital Medical University.

With the continuous development of China’s healthcare sector and the deepening reform of its medical and pharmaceutical systems, and in response to the strategic layout of “Healthy China” and the construction of the national social credit system, Yixie Chuangzhi Technology (Beijing) Co., Ltd., in active cooperation with the National Health Commission’s research and development of a credit system in the health sector, has joined hands with the National Health Industry Research Institute of Shanghai Jiao Tong University. Under the guidance of relevant health administrative authorities and industry associations, the two parties have jointly established the “Medical Behavior Index Research Center.”

Liao Xinbo, former Inspector and Deputy Director of the Guangdong Provincial Health and Family Planning Commission, former Director of the Guangdong Healthcare Bureau, and current member of the Expert Group of the China Patient Safety Alliance, has been appointed as the Director of the Center for Research on Medical Practices. Ding Yan, Feng Zhenyu, Ma Juntao, Zhao Ning, and others serve as Deputy Directors. Under the guidance of relevant health administrative authorities and industry associations, the Center will employ scientific research methods to accurately present, in the form of indices, the positions, roles, and interrelationships among health administrative agencies, industry organizations, healthcare institutions, physicians, patients, and related third parties in medical practices. These findings will be integrated into the medical credit system to provide decision-making support for administrative authorities, offer a rational basis for industry development, and establish a platform for academic exchange.
Li Luping, Vice President of the Chinese Hospital Association, pointed out in his address: “Research efforts on the medical credit system, medical behavior index, and medical credit evaluation should promptly deliver and translate their findings into practical applications; these should be effectively integrated with information systems as methodologies and guiding principles to jointly advance the development of the medical credit system.”

Academician Fan Daiming delivered an insightful keynote address on the theme of “Integrated Evaluation of Medical Practices.” Xie Qilin, Deputy Secretary-General of the Chinese Medical Doctor Association, presented a keynote speech titled “Credit Constraints and Collaborative Supervision: Building a New Ecosystem for Physician Practice.” Wang Ting, Deputy Director of the Medical Affairs Department at Beijing Chaoyang Hospital, shared the hospital’s experiences and achievements in constructing a “Refined Physician Evaluation System.” Liao Xinbo, Director of the Medical Behavior Index Research Center, delivered a keynote speech entitled “The Ethical Dimensions of Policy and Physicians’ Behavior.” Subsequently, the attending experts engaged in comprehensive discussions on the qualitative and quantitative assessment of medical practices, centered around the keywords “credit, integration, ethics, and evaluation.”
