On April 2, 2018, the Department of Primary Health Care of the National Health Commission issued the "Notice on Doing a Good Job in Family Doctor Contract Services in 2018," providing detailed instructions and guidance to further substantiate and refine family doctor contract services in 2018.
Policies are being continuously advanced, yet the challenges cannot be overlooked. On one hand, insufficient hardware capabilities limit the efficiency of family doctors; on the other, the low level of informatization in primary healthcare hinders communication between family doctors and residents. Currently, public health data entry is unidirectional, leaving residents unaware of their family doctor contract status.
To further promote the implementation of family doctor contract services, advance the Healthy China strategy, enhance the modernization of healthcare management, optimize resource allocation, innovate service models, improve service efficiency, reduce service costs, and meet the people’s growing demands for medical, health, and wellness care, it is essential to continuously strengthen the “Internet + Healthcare” service system and steadily improve the capacity and efficiency of primary healthcare services.
To align with policy directives and promote full coverage of the family doctor contract system, thereby meeting the management and performance assessment requirements imposed by the National Health Commission on grassroots healthcare institutions such as township health centers, MedService Global has launched an IoT-based smart public health and family doctor solution. This offering leverages its “smart terminals + mobile healthcare” public health and family doctor service system.
This solution deploys products to the grassroots level through an integrated hardware and software approach, meeting local governments’ requirements for both the implementation and final execution of family doctor and public health management systems. Meanwhile, it strengthens patient feedback mechanisms and improves the service efficiency of family doctors. The ultimate goal is to establish a comprehensive and distinctive family doctor service system across China.
Introduction Video for Yifu Tianxia
The Yifu Tianxia Platform consists of the Kangshang Health All-in-One Machine and a mobile client, among other components. Family doctors can use this platform to provide services such as electronic contract signing, remote contract signing, in-home contract signing, and doctor-patient management.
The Kangshang Health All-in-One Machine features an integrated system of hardware and software medical measurement tools, capable of detecting 37 key physiological parameters including electrocardiogram (ECG), blood pressure, blood oxygen saturation, blood lipids, cholesterol, blood glucose, fetal heart rate, and urinalysis. These units are deployed in community health clinics and township health centers.
By leveraging this platform, family physicians and primary care personnel can simultaneously complete public health measurements and family physician service tasks, thereby truly enhancing the efficiency of public health services, including public health management, public health examinations, public health follow-ups, disease screening, disease surveillance, and management of key populations.

Once resident health-related data is entered into the system, family doctors can access patient medical records in real time for follow-up visits; public health administrative departments, such as the Health Commission, can monitor the implementation status of family doctor programs in a timely manner.
For residents, the informatized medical system has made the contract signing process more convenient. Through the mobile client of "Yifu Tianxia," residents can access health monitoring services from home. When devices detect abnormal indicators such as blood glucose and heart rate, the app automatically sends this abnormal information to both primary care physicians and residents simultaneously. This provides residents with significant health assurance and truly achieves the goal of assisting local governments in public health management.
The “Smart Terminals + Mobile Healthcare” family doctor service system effectively connects the Health Commission, primary healthcare institutions, family doctors, and residents, enabling intelligent health services.
The enrollment and service delivery for family doctors are conducted via smart terminals and the Yifu Tianxia platform, significantly reducing manual intervention. Residents’ health conditions and service requests can be directly connected to primary healthcare institutions and addressed accordingly.
This system promotes the development of national healthcare decentralization and tiered diagnosis and treatment, significantly enhancing health management capabilities at China’s primary care level. It addresses the “last mile” implementation challenges in the rollout of family doctor services, thereby truly realizing the goals of Healthy China.
Zhuang Hangzhou, CEO of Yifu Tianxia, told VCBeat, “This product truly focuses on the execution challenges in public health. Primary care physicians are eagerly anticipating that this product will address more practical issues in public health and family doctor services. By freeing family doctors from paper-and-pencil methods and computer-based data entry, the platform can tangibly improve their work efficiency. Enhanced efficiency helps them meet performance targets more quickly and concentrate on their core responsibilities in primary healthcare management. Meanwhile, we place great emphasis on system interoperability and have been striving to reduce operational complexity and cumbersome procedures. Our platform delivers a better experience for both family doctors and residents.”
Yi Fu Tian Xia, an internet healthcare enterprise under Kangshang Medical, has maintained a trajectory of rapid growth since its establishment on June 2.
On June 2, 2017, Yifu Tianxia was officially established.
In September 2017, the Danyang Service Center was established and launched the first internal beta version of an integrated, multi-dimensional family doctor and public health service model.
In October 2017, the pilot program for an integrated family doctor contract system was officially launched in Danyang, Jiangsu Province.
In November 2017, the Yifu Tianxia Platform V1.0 was officially released.
In April 2018, medical service products were successively launched in Guangdong, Jiangsu, Guizhou, and other regions.
In May 2018, the application outcomes of the Yifu Tianxia product in the Yizheng region were highly recognized and commended by leaders of the National Health Commission.
Zhuang Hangzhou, CEO of Yifu Tianxia, graduated from the School of Mathematics and Computer Science at Sun Yat-sen University. Between 2008 and 2014, he founded and operated Yangguang Kangzhong, overseeing medical service products such as Yangguang Medical Network, Yichengtong, and health card-based medical insurance payment systems. He specializes in driving the digital transformation of the healthcare industry from inception to maturity, building omnichannel operational service systems, and managing industrial change.
Wang Qiang is the Chairman of Yifu Tianxia. He graduated from the Department of Electronic and Electrical Engineering at University College London (UCL) in the United Kingdom and has many years of experience in the medical industry.
Guo Le previously worked at companies such as Kingdee Medical and HiSun Group, dedicating over a decade to the fields of healthcare information technology and internet-based medical service platforms, primarily focusing on product implementation and project execution.
Guided by a deep understanding of two core pillars—professional medical data derived from health measurements and the primary healthcare system—the founding team developed products such as the “Yifu Tianxia” platform (a family doctor, public health, and primary care service platform), dedicating themselves to the segment of the healthcare industry that is more grassroots-oriented and in greater need of integration through advanced technological solutions.

Future Outlook: Engaging in Last-Mile Healthcare Services
In just one year, Yifu Tianxia has grown to a team of 200, expanded its operations to 10 cities, and reached millions of residents. It is the first company in China to launch an integrated hardware-software solution specifically designed for public health services at the “last mile.”
The rapid growth of YiFuTianXia stems from its meticulous and comprehensive platform model. The intelligent family doctor service platform tightly connects service providers, recipients, and industry regulators involved in family doctor services. By integrating software with hardware, it delivers corresponding conveniences to all parties, aligns with policy developments, and demonstrates YiFuTianXia’s own ingenuity.
Nowadays, the technical products of intelligent family doctor service platforms have matured. However, due to varying policies across different regions, local governments have differing requirements for family doctors. Therefore, it will take some time to promote intelligent platforms in order to adapt to the diverse regional requirements and levels of informatization.
Yifu Tianxia is still in development, aiming to enhance efficiency for more primary healthcare institutions through its products. We also welcome the participation of relevant talents and enterprises in product and technical exchanges as we grow.
